The EU's draft REPowerEU plan proposes a 15TWh increase in rooftop PV capacity in 2022. The draft also calls for action by the EU and national governments in 2022 to reduce the time to apply for permission to install rooftop PV installations to three months, and proposes that by 2025, all new buildings and existing buildings with energy consumption class D or above, Rooftop photovoltaics should be installed.

In addition, the European Commission may set a target of 300GW of photovoltaic power generation capacity in 2025 and 500GW in 2030. Some member states are more aggressive, with Austria, Belgium, Luxembourg and Spain calling for a 2030 target of 1TW.

The REPowerEU plan, proposed by the European Union on March 8, 2022, is worth up to 195 billion euros, and aims to allow member countries to gradually ease their dependence on Russia's fossil fuels by 2030. The European Commission will present a package to implement the RePowerEU strategy on May 18.

Since the end of 2021, Spain, France, the Netherlands and other countries have introduced policy measures such as government subsidies, tax and fee reductions, and accelerated grid connection approval to encourage the development of distributed photovoltaics. Wood Mackenzie, a well-known research institute, believes that Europe's rooftop photovoltaics have huge potential and are expected to continue to be an important growth pole for the European photovoltaic industry.

European countries are the key export destinations for domestic photovoltaic companies. According to Eurostat data, the EU imported solar modules worth 8 billion euros in 2020, of which 75% were from China.
