The "Plan" makes it clear that the old revolutionary base area of Dabie Mountain will be based on the principles of seizing opportunities, speeding up development, facilitating and enriching the people, improving quality and efficiency, based on reality, making breakthroughs in key points, overall planning, coordination, innovation and integration, ecological priority, and safety and reliability. Build a modern comprehensive transportation system that is safe, convenient, efficient, green, and economical. The comprehensive transportation infrastructure is connected internally and externally, and the interconnection is smooth, so as to achieve fast and smooth access to surrounding provinces and cities externally, and easily connect with central cities internally. The proportion of inter-provincial road sections, the proportion of third-level roads in towns and towns, and the proportion of graded roads in organic villages all reach 100%, and the express service access rate in organic villages exceeds 90%, and strive to build an old revolutionary base and a multi-province border area. Seven key tasks

1. Accelerate the construction of a fast transportation network with smooth internal and external connections

2. Focus on improving the arterial transportation network with smooth connection

Actively support the construction of river crossing channels and strengthen the effective connection between the two sides of the Yangtze River and between provinces. Actively promote the rapid transformation of road sections such as the entrances, exits and transit sections of important cities and towns, and links between central cities and surrounding towns, and strengthen the effective connection with urban roads.

Promote the construction of a water transport network that links the trunk and branches. Accelerate the improvement of the main stream of the Yangtze River, and improve the shipping capacity of the counties and cities along the Dabie Mountains. Accelerate the implementation of the waterway improvement of the main stream of the Huaihe River, and promote the improvement of the waterway level of the Huaihe River below Linhuaigang to Level 2, the section from Linhuaigang to Gushi to Level 3, and the section from Gushi to Xixian to Level 4. Accelerate the promotion of the Jianghuai-Huaihe shipping project, strive to complete the entire Jianghuai Canal, focus on the coordination and cooperation of related shipping supporting projects, and strive to synchronize with the main project. Accelerate the construction of tributary waterways, take the development of navigable river sections and improve navigation conditions as the guide, promote the management of tributary waterways in southeastern Hubei such as the Xishui River, and implement the construction of waterways such as Hanbei River, Tanghe, Honghe, Ruhe, Shiguanhe, etc. The inland water transportation network that communicates with the water system and directly connects the trunk and branches, gives play to the supporting role of water transportation to the economy of the old revolutionary base area.

3. Comprehensively build a wide-ranging basic transportation network

Comprehensively promote the construction of "Four Good Rural Roads". Consolidate and expand the achievements of poverty alleviation and effectively connect with rural revitalization, and further improve the development quality and service level of rural roads. Promote the upgrading and upgrading of the rural backbone road network, and implement the construction and reconstruction of third-level and above highways in townships. Accelerate the construction of rural tourism roads, industrial roads, and resource roads, improve the external road traffic conditions of major economic nodes in rural areas, and promote the deep integration of rural roads and rural industries. Further improve the coverage, depth of access and service level of rural roads, and promote the construction of hardened roads in natural villages (groups) with a large population size. Orderly promote the reconstruction of two-lane highways connected to the organic villages, the widening and reconstruction of roads with narrow roadbeds, or the construction of wrong lanes. Strengthen the management of hidden dangers of rural highway traffic safety, implement rural highway safety improvement projects, and promptly promote the renovation of dangerous bridges and "replacement of bridges with crossings".

Make up for the shortcomings in the development of rural waterway passenger transport. Speed up the construction of convenient transportation terminals, and encourage areas where conditions permit to promote the use of public transportation for ferry transportation, so as to effectively connect with urban and rural public transportation.

Speed up the construction of general airports. Accelerate the construction of airports in Macheng and Luoshan, improve supporting facilities such as general aviation flight service stations, fixed operation bases, and maintenance bases, and serve the old revolutionary base areas for air tourism, forest protection, emergency rescue, etc. The general aviation industry chain focusing on training will strive to develop into a demonstration and benchmark for the development of domestic general aviation, and give full play to the role of general aviation in supporting and promoting the economic and social development of the old revolutionary base areas.

4. Actively build a comprehensive transportation hub with efficient connection

Build an intensive and efficient port hub. Continuously improve the level of port specialization, intensification and modernization, focus on promoting the construction of ports along the Yangtze River such as Wuhan Port, Huanggang Port, and Anqing Port, actively promote the construction of the main and tributary ports of the Huaihe River such as Lu'an Port and Huaibin Port, optimize the container transportation system, mining We will build a dry bulk cargo transportation system, promote the construction of docks for emerging cargo types, speed up the construction of public and specialized dock berths, and strengthen the construction and use of shore power facilities and the prevention and control of pollution from ships and ports. Promote the in-depth integration and development of the port industry and the city, rely on the port to build a logistics center, a commercial vehicle and a bulk commodity trading platform, etc., promote the agglomeration of factor resources, and serve the upgrading of the port industry. Accelerate the layout of supporting comprehensive logistics parks and special cargo logistics parks in key port operation areas, and rely on logistics parks to accelerate value-added logistics service functions such as agglomeration, trading, stowage, and distribution, and extend the port industry chain. Strengthen the joint development of ports and comprehensive bonded port areas, export processing zones or bonded warehouses, and expand international logistics service functions such as bonded warehousing, international logistics distribution and distribution, and import and export trade.

Speed up the improvement of the airport network for civil aviation transportation. Efforts will be made to improve the transport airport network in the old revolutionary base area of Dabie Mountain, focusing on promoting the construction of Xinyangming Port, the reconstruction and expansion of Anqing Tianzhushan Airport, and Huangchuan Airport. Continuously expand the scope of aviation services, fully connect with the international airline network, and continuously expand the opening to the outside world.

Build an integrated passenger transport hub. In accordance with the principles of unified planning, unified design, unified construction, and coordinated management, the effective connection of various modes of transportation shall be promoted, and three-dimensional or same-stage transfers shall be guided. Improve the level of coordinated operation of the comprehensive passenger transport hub, strengthen the connection of different modes of transport at the time of operation, and optimize the hub connection service. Layout and build a batch of new county-level passenger stations such as Zhumadian Shangcai County Comprehensive Passenger Station, timely promote the reconstruction of the old passenger station in the county seat, and encourage the comprehensive development and utilization of highway passenger stations. Promoting the construction of township highway passenger stations in large townships or contiguous townships with population and industrial agglomeration areas according to local conditions. Improve the convenience of charging services at transportation service stations such as expressway service areas and passenger hubs.

Build an integrated freight hub with efficient transportation. Build a number of port-side, rail-side, and air-side integrated freight hubs such as the Huanggang SF Express Integrated Logistics Park, and strengthen the effective connection with industrial clusters. Promote the effective connection of various modes of transportation in the comprehensive freight hub, promote information interconnection, coordination and matching of facilities, and equipment sharing and sharing, accelerate service product innovation, and further improve the urban freight distribution network. Accelerate the construction of county-level rural logistics centers, township comprehensive transportation service stations, and village-level comprehensive transportation service points, open comprehensive utilization to postal services and express delivery, and improve the terminal logistics network.

5. Strive to improve the quality and efficiency of transportation services

Build a modern logistics service system. Optimize the layout of the logistics network connecting trunks and branches, strengthen the effective connection of different modes of transportation organizations, and connect all links of production, distribution, circulation, and consumption, and form a bulk material and container logistics network that is compatible with the industrial layout and consumption pattern of the old area. Accelerate the transformation and upgrading of traditional road freight enterprises, and focus on improving the level of transportation organization. Promote the development of multimodal transport, innovate the development model of "trunk multimodal transport + regional distribution", carry out in-depth multimodal transport demonstration projects, accelerate the application of electronic unified documents for multimodal transport, and promote the "one order system" for multimodal transport. Actively develop cold chain logistics and improve the management system for road transport of dangerous goods. Optimize the transportation organization model, comprehensively promote the van-like and lightweight of freight vehicles, promote unitized and containerized transportation, and innovate development models such as ordinary truck leasing, trailer sharing, and customization. Improve the three-tier urban distribution network supported by logistics parks, distribution centers, and terminal distribution outlets, and encourage the construction of urban joint distribution centers.

6. Steadily promote the innovative and integrated development of transportation

Promote the integrated development of "transportation + tourism". Promote the integration of highways, ecological environment, and global tourism, relying on the classic route of "red education, green leisure", and do a good job of "red and green" articles. Combined with the landscape features and tourism resources along the line, create a tourist scenic road in the old revolutionary base area of Dabie Mountain with complex functions such as recreation, fitness, cultural education, etc., and add bicycle paths, walking paths and other slow-moving facilities according to needs. Combined with the characteristics of resources such as road environment improvement and red tourism, a unique ecological corridor with road scenery blending will be formed, and the integrated development of tourism in the three provinces will be promoted. According to local conditions, entertainment, tourism and other service functions will be added in the highway service area, and a number of characteristic theme service areas will be built. Promptly promote the construction of waterways such as closed waters and pouring water, the Huayang River water system, and the construction of tourist wharves to serve the development of water tourism and passenger transport. With the goal of achieving smooth and convenient core scenic spots and comprehensive coverage of important scenic spots, we will promote the connection between scenic spots and surrounding traffic trunk lines. Strengthen the tourism service function of the passenger station in the county seat where popular scenic spots are located.

7. Promote safe and green development of transportation

The concept of green development shall be applied throughout the entire process of transportation infrastructure planning, design, construction, operation and maintenance, and the economical and intensive utilization of resources, pollution prevention and ecological protection shall be strengthened, and the requirements for carbon peaking and carbon neutrality in transportation shall be implemented. Strengthen the economical and intensive utilization of channel resources, and optimize the allocation of route resources for various modes of transportation in comprehensive transportation channels. Accelerate the construction of a green travel system and increase the proportion of public transport and slow traffic travel. Promote the application of new energy and clean energy, encourage the new and clean energy to be used preferentially for new and replacement of port operation machinery and vehicles, and actively promote the use of shore power for ships in port. Accelerate the increase in the proportion of new energy sources for transportation vehicles such as public transportation, taxis, logistics and distribution. We will further promote the pollution control of operating vehicles, continue to promote the early elimination and renewal of diesel vehicles with emission standards of China III and below, and strengthen the prevention and control of port and ship pollution.
