On May 19, 2022, the Hubei Provincial People's Government issued the "14th Five-Year Plan for Energy Development in Hubei Province", which pointed out that clean thermal power should be developed in an orderly manner. Give better play to the fundamental role of coal-fired power infrastructure, and in accordance with the needs of safe and stable power supply, orderly promote the construction of large-capacity, high-parameter, ultra-supercritical coal-fired units that have been included in the national plan, and maintain a reasonable margin necessary for the safe and stable operation of the system. 

In qualified industrial parks and development zones, rationally plan and layout the development of cogeneration central heating projects. Develop natural gas cogeneration and distributed energy projects in development zones, central business districts, public buildings or commercial complexes where conditions permit, with a focus on the development of combined cooling, heating and power. Support blast furnace gas, waste heat, pressure and waste gas for power generation.

We will comprehensively advance the energy supply revolution, implement the carbon peaking target requirements, focus on non-fossil energy, and strengthen diversified supply guarantees. Research and judge the trend of energy demand in advance, take precautionary measures to prevent disasters, improve the supply capacity in the province by focusing on "internal growth", strive for high-quality resources outside the province by focusing on "external introduction", and rationally plan the development pace and layout.

Vigorously develop non-fossil energy

Large-scale development of photovoltaic power generation, wind power. Taking into account the characteristics of resource endowment, ecological environment carrying capacity, and power grid consumption, adhere to the development model of simultaneous development of centralized and distributed, diversified development and multi-energy complementarity. Accelerate the layout and construction of a new energy base of 1 million kilowatts integrating wind, light, water, fire, and storage, build a regional comprehensive energy supply system, and improve the efficiency and stability of energy supply. Vigorously promote the construction of "new energy +" projects, and actively explore the integration of source, network, load and storage and the complementary development model of wind, solar, water and fire. Actively promote the "photovoltaic +" development model, and vigorously support the application of distributed photovoltaic power generation. Promote the construction of centralized wind power projects in an orderly manner, and accelerate the development of decentralized wind power projects. In 2025, the total installed capacity of photovoltaic and wind power generation will reach 32 million kilowatts, and the annual power generation will be 40 billion kilowatts.

Coordinate and promote the protective development of hydropower. Adhere to ecological priority, coordinate hydropower development with environmental protection, promote the construction of hydropower projects in Hanjiang, Qingjiang, Lushui and other basins, and complete hydropower projects such as Nianpanshan and Xinji. Actively promote the green transformation of small hydropower and promote the ecological restoration of the river basin. The newly added conventional hydropower installed capacity is 500,000 kilowatts, and the installed hydropower capacity will reach 38 million kilowatts in 2025.

Building a Strong Smart Grid

A UHV power grid with AC and DC mutual backup will be built. Complete the northern Shaanxi-Hubei ±800 kV UHV DC transmission project, Jinshang-Hubei ±800 kV UHV DC transmission project, and accelerate the Jingmen-Wuhan UHV AC ring network and Huangshi 1000 kV UHV AC transmission and transformation project. By 2025, three 1000kV UHV substations with a substation capacity of 21 million kVA and two ±800kV UHV DC converter stations with a capacity of 16 million kilowatts will be built.

Improve oil and gas transportation channels

Promote the construction and interconnection of natural gas pipeline networks. Accelerate the construction of national trunk natural gas pipelines such as the middle section of the third West-East Gas Pipeline and the Hubei section of the second Sichuan-East Gas Pipeline, promote inland river LNG ship transportation and LNG tank multimodal transportation, and build a natural gas transportation system of “four vertical, three horizontal and one channel” to bring together the west The east-east gas transmission, the Sichuan-to-east gas transmission, the south-to-north gas transfer, and the sea-gas inflow into the river have formed a supply pattern of gas from all directions. 

Promote the construction of provincial branch lines, connecting lines and gas storage facilities connecting to the urban pipeline network. Speed up the extension of the pipeline network to remote areas and towns. The new natural gas pipeline network mileage is 1,300 kilometers. Promote the fair opening of natural gas pipeline networks and other infrastructure to third-party market players. Reduce the gas supply, transmission and distribution links, and cancel the "back-to-back" receiving stations without substantial pipeline investment.

Enhancing the ability to adjust energy reserves

Improve the flexible adjustment capability of the power system. The province's large-scale coal-fired power generating units will be fully renovated with flexibility, and potentials will be tapped to participate in in-depth peak shaving. In principle, all new coal-fired power generating units will have flexible adjustment capabilities. In load centers with guaranteed gas sources, affordable gas prices, and high demand for peak shaving, appropriately deploy natural gas peak shaving units, and actively explore the integrated development of gas power and new energy power generation. 

Promote the construction of pumped storage power stations within the plan in an orderly manner, start the construction of more than 5 pumped storage power stations in Luotian Pingyuan and Tongshan Damu Mountain, and plan and deploy a number of pumped storage power stations using existing cascade hydropower stations. On the basis of implementing ecological protection requirements, establish a site resource catalogue for pumped-storage power stations, and do a good job in site protection. Combined with the output characteristics of wind power and photovoltaic power generation, grid access and consumption conditions, a number of wind-solar, water, fire-storage and source-grid-load-storage integration projects will be promoted. Promote the application of energy storage technology, build a batch of centralized energy storage power stations, guide the construction of energy storage on the power supply side, grid side and user side, and encourage social capital to invest in energy storage facilities.
