The document proposes that in 2022, about 3,000 administrative villages in 9 cities (prefectures) in Jilin Province, as well as the Changbai Mountain Administrative Committee and Meihekou City, will carry out the new energy rural revitalization project (a total of 9,034 administrative villages in the province have not carried out the rural revitalization project, each The number of administrative villages in counties (cities, districts) is subject to the data provided by the Provincial Department of Civil Affairs). Each administrative village will build a 100-kilowatt wind power project or a 200-kilowatt photovoltaic power generation project, and achieve full coverage in the province in 2024.

Promotion mode: According to the situation in the province, the Provincial Energy Bureau has preliminarily determined the development mode combining the promotion of the whole city (prefecture) and the promotion of the whole county (city, district). According to the construction scale of 100 kW wind power projects or 200 kW photovoltaic projects of each administrative village under the jurisdiction of each county (city, district), the corresponding construction indicators of the county (city, district) are matched.

In Songyuan City, the construction scale of the whole city will be concentrated, and the new energy rural revitalization project will be promoted as a whole. In the remaining cities (prefectures) in the province, as well as the Changbai Mountain Management Committee and Meihekou City, the recommended counties (cities, districts) that can integrate funds or cooperate with large energy companies and have access conditions have not carried out the new energy rural revitalization project at the same time. Cities (prefectures) with more than 2,000 internal administrative villages may recommend two counties (cities, districts) based on the actual situation, and Changchun and Jilin cities may recommend one more county (city, district) based on the above conditions to carry out the new energy rural revitalization project .

The project will adopt three investment and financing modes: government wholly-owned, enterprise-funded, and government-enterprise joint venture. The distribution of benefits for the three models varies.

Wholly owned by the government. All profits are distributed to the village collective. According to the calculation of 3,000 hours of wind power and 1,500 hours of photovoltaics, if a 100-kilowatt wind power project or a 200-kilowatt photovoltaic project is constructed, each village collective can earn up to 100,000 yuan per year for at least 20 years.

Wholly owned company. The enterprise signed a donation agreement with the government, and after deducting the costs of construction, operation and maintenance, and finance, all the proceeds will be donated to the village collective. According to the calculation of 3000 hours of wind power and 1500 hours of photovoltaics, in principle, the donation amount for each 100-kilowatt wind power project or each 200-kilowatt photovoltaic project is not less than 30,000 yuan, and the specific donation amount is based on the actual power generation hours.

Government-enterprise joint venture. For the part funded by the government, all the proceeds are donated to the village collective; for the part contributed by the enterprise, the enterprise and the government sign a donation agreement, after deducting the costs of construction, operation and maintenance, and finance, all the proceeds are donated to the village collective, and the annual income of each village collective is about 30,000-100,000 yuan.

In terms of operation and maintenance management mode: a power station wholly-owned by the government. Taking counties (cities, districts) as units, enterprises will voluntarily apportion work related to rural revitalization projects in the province by region. Provide technical support for the preliminary construction of the power station, carry out business training, and be responsible for unified centralized operation and maintenance in the later stage to ensure the safe and stable operation of the power station.

The power station is wholly-owned by the enterprise and jointly constructed by the government enterprise. Each invested enterprise is responsible for the construction, operation and maintenance of the new energy rural revitalization project it participates in.
