Ukrainian President Mirziyoyev signed the decree on "Several Measures for the Creation of Local Special Economic Zones and Small Industrial Zones and Guarantee of Their Engineering and Communication Infrastructure", intending to build a number of small industrial parks and improve the infrastructure conditions of existing parks, to attract more investment.

According to the decree, Uzbekistan will actively use foreign capital and domestic investment to further improve the construction of water, electricity, gas, road, network and other supporting infrastructure in existing parks, improve the "hard" strength of services, and make every effort to create favorable conditions for project investment promotion . In addition, Uzbekistan will set up 104 small industrial zones (with a total area of 363.29 hectares) in various states of the country during the year, and plans to build another 100 in 2023 and later.

On May 26, Mirziyoyev hosted a special meeting to study and deploy the development of the park. The meeting pointed out that in the past five years, Uzbekistan has created 19 free economic zones and more than 400 small industrial zones across the country, implemented thousands of projects, created more than 100,000 jobs, and the annual output value of various parks has reached 45 trillion su (about 4.1 billion U.S. dollars), the annual export volume of enterprises in the park is nearly 750 million U.S. dollars, and the tax payment exceeds 1 trillion soum (about 91 million U.S. dollars). The development of the park has achieved positive results. At the same time, the meeting also pointed out that there are still many shortcomings and deficiencies in the construction of various parks in Ukraine. 37% of the industrial parks have inadequate supporting infrastructure such as electricity, natural gas, water supply and sewage treatment.
