Spain's Ministry of Ecological Transitions and Demographic Challenges has released a draft plan calling for a tender for 5.84GW of renewable energy and energy storage, awarded to 17 nodes in the country's electricity transmission network.

Under the National Comprehensive Renewable Energy Plan, Spain aims to achieve 60GW of installed renewable energy capacity by 2030. As part of plans to achieve this goal, Spain plans to launch a renewable energy tender between 2020 and 2025, including 10GW of photovoltaics. In the first renewable energy tender in January 2021, 2GW of solar was awarded, followed by 866MW of solar in the second auction in October 2021.

The Spanish Parliament approved the Climate Change Act in May 2021, setting a dual target for renewable energy for 2030: 42% of final energy consumption and 74% of electricity generation. The bill provides for only upward revisions to the target in 2023. The main drivers of solar growth in Spain are ground-based power plants and self-consumption photovoltaics. The self-consumption PV roadmap approved in December 2021 promotes the further development of the Spanish self-consumption market, with an estimated self-consumption potential of 9-14GW in 2030; The largest PPA market, all large-scale solar capacity between 2020 (2.9GW) and 2021 (3.4GW) was developed through PPA or commercial projects without any kind of public assistance or regulatory program.

Soaring electricity prices have become the driving force behind the development of rooftop photovoltaics in Spain. In addition, in response to the Russian-Ukrainian war, the Spanish government introduced a series of measures in April 2022 to reduce dependence on fossil fuels, curb energy prices and accelerate the deployment of renewable energy. In 2022, the Spanish PV market will continue to rely on PPA, and the annual new installed capacity is expected to be around 4.5GW; in 2023, the new installed capacity will once again experience substantial growth, mainly due to the two projects in January and October 2021. The tender, with a total of 2.9GW of solar capacity allocated, is expected to be deployed in 2023.Editor/XingWentao
