Sichuan and Yunnan provinces, relying on their own advantages in hydropower resources, have laid out a number of integrated water, wind and solar energy bases. During the "14th Five-Year Plan" period, Yunnan Province will add 11 million kilowatts of new energy installed capacity, and strive to start construction of 20 million kilowatts. In April 2022, the Yunnan Provincial Government issued a number of policy measures to accelerate the development of photovoltaic power generation, pointing out that it will focus on supporting 6 multi-energy projects including the lower reaches of the Jinsha River, the middle and lower reaches of the Lancang River, the Honghe River Basin, the middle reaches of the Jinsha River, and the upper reaches of the Jinsha River in the Lancang River. Jinsha River, Yalong River, Dadu River, Lancang River and other river basins will build a number of 10 million kilowatt-level comprehensive energy bases. At present, there have been many progresses, which are summarized as follows:

Jinsha River

Three Gorges Group: On February 23, 2021, the Panzhihua Municipal People's Government and the Sichuan Branch of the Three Gorges Group signed a strategic cooperation agreement. The two parties will jointly build a demonstration base for the complementary clean energy of wind and water in the lower reaches of the Jinsha River. The Sichuan Branch of the Three Gorges Group will be located in Panzhihua City. Develop about 5 million kilowatts of wind energy and solar energy resources.

National Energy Group: In 2022, National Energy Group's Xulong Hydropower Station in the upper reaches of the Jinsha River will be approved, which is the largest hydropower station in the upper reaches of the Jinsha River, with a total installed capacity of 2.4 million kilowatts. At the same time, the Benzilan Hydropower Station of the National Energy Group is also under planning. Relying on the two hydropower stations to build the integrated renewable energy base of "water, light and wind" in the upper reaches of the Jinsha River in Sichuan and Yunnan, the planned total installed capacity of the base is 11.8 million kilowatts.

Yalong River

On June 7, 2022, the first batch of large-scale wind power photovoltaic base projects in the country, the landmark project of the Yalong River Basin water-wind-solar hybrid green and clean renewable energy demonstration base - the Laba Mountain Wind Power Project located in Dechang County, Liangshan Prefecture, Sichuan Province officially started construction building.

The Yalong River Basin Water and Wind Power Hybrid Green and Clean Renewable Energy Demonstration Base has a total scale of over 80 million kilowatts, of which wind power and photovoltaic power generation exceed 40 million kilowatts and pumped storage power generation exceeds 10 million kilowatts. After completion, it will become one of the largest green and clean renewable energy bases in the world.

Dadu River

The National Energy Group's 10 million kilowatt water-wind-solar integrated energy base. On June 3, 2021, the National Energy Group Daduhe Company and the Aba Prefecture Government of Sichuan Province signed a memorandum of strategic cooperation.

Lancang River

On April 23, 2021, Huaneng Hydropower announced that it plans to invest in the preliminary work of the Tibet section of the upper reaches of the Lancang River.

According to the "Analysis Report on the Planning and Construction of the Lancang River Clean Energy Base in Tibet" prepared by the General Institute of Hydropower and Water Conservancy Planning and Design, the clean energy base consists of a total of 10 million kilowatts of hydropower stations, a total of 10 million kilowatts of photovoltaic power stations, a total base scale of 20 million kilowatts, and an on-grid electricity of 57.1 billion kilowatts. Time. Using ±800 kV UHV DC transmission lines, the power transmission capacity is 10 million kilowatts to the Guangdong-Hong Kong-Macao Greater Bay Area, and the annual utilization hours are 5,710 hours.
