TenneT prepares €30bn offshore wind tender for Europe

The international energy situation is turbulent, European road traffic has plummeted, and the energy crisis has seriously affected people's lives. For this reason, transmission system operator TenneT is preparing a large-scale offshore tender to connect Germany and the Netherlands by 2030. 40 GW New offshore wind power capacity. In the Esbjerg Declaration at the North Sea Energy Summit in May 2022, Germany, the Netherlands, Denmark and Belgium agreed to jointly install at least 65GW of offshore wind by 2030. TenneT will account for nearly two-thirds of that, with 40GW each in Germany and the Dutch North Sea. Achieving these offshoring goals requires a new approach to tendering to ensure supply chains can anticipate the necessary investments.

Tim Meyerjurgens, Chief Operating Officer of TenneT, said: "In order to meet the challenges of this major expansion goal and achieve its goals, we are breaking new ground with industry partners, sending a strong signal to the market through large-scale tenders.

The enterprise aims to develop a new framework agreement that allows for scale-up through the efficient expansion of these new offshore systems, both for tech companies and other transmission system operators. This will stimulate the market in a targeted manner and, crucially, in a faster manner to build the resources and comprehensive supply chain we need. This provides the industry with the investment security they need in these turbulent times.

Order volume of 30 billion euros

TenneT plans to sign up to eight-year cooperation agreements with key market partners. The agreement covers offshore platforms and onshore power stations, as well as converters for bidirectional conversion of alternating current and direct current. The latter is based on 2 GW of HVDC technology and is expected to have 15 to 20 offshore grid connection systems, with a total order book estimated at up to 30 billion euros.

The drive for large-scale tenders sends a strong signal to the market and underscores the long-term goal of establishing all necessary resources such as industrial sites, personnel and materials. TenneT said that while individual projects have so far been bid consecutively, the overall large-scale tender will provide the market with the investment security and planning acceleration it needs.
