Beijing confirms the third phase of rail transit plan

On June 27, 2022, Comrade Cai Qi, Secretary of the Beijing Municipal Party Committee, made a report to the conference on behalf of the 12th Beijing Municipal Committee of the Communist Party of China. The report proposes to strengthen the construction of urban infrastructure. Strengthen the strategic reserve of water resources, implement the capacity expansion of the middle route of the South-to-North Water Diversion Project, and study and promote the water diversion project on the east route.

Promote the construction of facilities such as green power transmission channels into Beijing. Improve the emergency reserve capacity of natural gas and heat network. Strengthen the capacity building of waste treatment facilities. Use underground space resources to build a comprehensive pipe gallery system. Improve the urban traffic framework system, weave dense urban road network, and smooth road microcirculation. Implement the third-phase construction plan of rail transit, promote the construction of suburban railways, and promote "multi-network integration".

Recently, the Academy of Railway Sciences made the first public announcement of the information related to public participation in the environmental impact assessment of the third phase of construction planning of Beijing Rail Transit. According to the public information, the "Beijing Rail Transit Phase III Construction Plan (2022-2027)" contains a total of 10 construction projects. Specifically: Phase 3 of Line 7, Phase 2 of Line 11, Phase 3 of Line 14 (west extension), Phase 2 of Line 15, Phase 2 of Line 17 (branch line), Phase 2 of Line 19, Phase 1 of Line 20 Phase 3 of Line 25 (Lijin Line), Phase 1 of Line M101, and Line S6 (New Town Link).

Construction period

The construction plan of the third phase of Beijing's rail transit, which is also known as the third phase of the subway plan, has a construction period from 2022 to 2027, and 10 new subway lines will be built within five years.

Of course, according to historical experience, it may not be completed on time. For example, many lines in the second phase of the Beijing subway plan have been postponed.

Construction project

10 lines in total. Compared with the second-phase plan of the Beijing Metro, the number is significantly reduced. Of course, four years after the announcement of the second-phase plan, another adjustment was made and some lines were added. It is hard to say whether the third-phase plan will be adjusted in the future.

The 10 lines are as follows

Phase 3 of Line 7: Phase 2 of Line 7 extends eastward to Tongzhou. This time, the third phase of Line 7 will extend to the north, and it is said that it will extend from the north of Beijing West Railway Station to Wanshou Temple.

Phase II of Line 11: According to the information disclosed by the Beijing Municipal Commission of Planning, Line 11 will extend eastward into the central city, with a total length of about 46 kilometers, and can be interchanged with Lines 1, 10 and other lines. According to information on the Internet, the second phase of Line 11 will go from Shijingshan and Fengtai to Chaoyang District, and it is also said that it will only open to Yangqiao in the early stage.

Line 14 Phase III (Westward Extension): Line 14 will be fully connected by the end of 2021, and the third phase will extend westward. In fact, the west extension of Line 14 was officially announced as early as a month ago. In December 2021, it was revealed at the Two Sessions of Fengtai District that the west extension of Line 14 was officially included in the third phase of Beijing's rail transit plan. According to the "Special Action Plan for Promoting High-Quality Development in Hexi Region (2021-2025)" formulated by Fengtai District, in 2022, the integration of Hexi rail transit and the west extension of Metro Line 14 will be determined.

Phase II of Line 15: It is currently confirmed that Line 15 will continue to extend eastward from Fengbo Station, the terminus of the east end, along the auxiliary line of Shunping to Nancai, Shunyi. It will be laid underground with a length of about 3.5 kilometers. It is not clear whether the west extension of Line 15 is also included in the second phase of Line 15 announced this time. According to the information previously disclosed by the Municipal Planning Commission, Line 15 will connect with Line 4 westward.

Line 17 Phase II (branch line): The southern section of Line 17 Phase 1 has been put into operation at the end of 2021, while the middle and northern sections will be opened at the end of 2023. The second phase of Line 17 is the branch line of Line 17. According to the information disclosed by the Municipal Planning Commission, the branch line of Line 17 will serve the Beiqijia area of Changping District.

Phase 2 of Line 19: Phase 1 of Line 19 has been put into operation at the end of 2021. What can be confirmed at present is that Line 19 will be extended to the south, which is good for Daxing District. But whether it extends north to Changping is unclear.

Phase 1 of Line 20: Metro Line 20, commonly known as Line R4, is the subway express line. Shunyi District has been promoting the eastward extension of R4. In December 2021, at the Shunyi Two Sessions, it will be renamed the first phase of R4, indicating that the eastward extension of R4 has successfully entered the planning, and the latecomers will come first and give priority to construction. In this EIA announcement, R4 was renamed as Metro Line 20. The northern section of Line 20 will go north from the east side of the Capital Airport to Shunyi Station, where it will intersect with Metro Line 15.

Line 25 Phase III (Lijin Line): Subway Line 25 is Fangshan Line, and the second phase of Line 25 has extended northward to the south of Dongguantou. The third phase will be extended to the north. Before the Lijin Line, the hot topic of debate was whether the line would connect with the Fangshan Line. This EIA announcement finally confirmed that the Lijin Line is the third phase of Line 25, which is actually an extension of the Fangshan Line, which is good for Fangshan.

Phase 1 of M101 Line: M101 is located in Tongzhou District. At the two sessions of Tongzhou District at the end of 2021, it was mentioned that the construction of the M101 line will be accelerated.

Line S6 (New Town Contact Line): Line S6, also known as Metro Line 21, was given a new name, the New Town Contact Line, in the 14th Five-Year Plan of Fangshan District. Line S6 will connect Fangshan, Daxing, Yizhuang, Tongzhou, Shunyi, Huairou, Miyun and other areas. The question worthy of attention is that in the third phase of the plan, the northern section of S6 will stop at Shunyi, or will it continue to go north directly to Huairou, hoping to achieve it in one step.
