The Gansu Provincial Department of Transportation has launched 10 national toll road projects and 10 road extension economic projects at home and abroad. The road mileage is about 1,000 kilometers, and the investment is about 120 billion yuan. The total investment of the 20 projects is about 130 billion yuan, accounting for a quarter of the investment in the 14th Five-Year Plan of Gansu Transportation.

Liu Jianxun, director of the Gansu Provincial Department of Transportation, said at the promotion meeting that during the 14th Five-Year Plan period, the fixed asset investment scale of transportation infrastructure in Gansu Province will be set at 500 billion yuan. The high-speed target was basically achieved. He emphasized that during the 14th Five-Year Plan period, Gansu Province will promote breakthroughs in transportation financing, and fully promote various investment and financing models such as government-social capital cooperation, construction-authorization-operation, financing + project general contracting, and construction and maintenance integration, especially Innovate government investment channels in government-enterprise cooperation, and implement transportation + road-based economy. Insufficient on the road, resources are exchanged for capital outside the road, so as to improve the return on investment.

The toll road projects to be invited for investment this time include the G1816 Wuhai-Maqin Expressway Lanzhou Transit Section Project, the G341 Line Huachi to Huanxian Shiligoukou Section First-Class Highway Project, the G22 Qingdao-Lanzhou Expressway Xifeng to Pingliang Yanchuanzi Section Project and other 10 projects, the project focuses on 4 aspects including the expansion and reconstruction of the national expressway around Lanzhou, the to-be-passed-through section of the national expressway, the east-west expressway, and the support for the revitalization of old revolutionary areas. All 10 projects were constructed using a build-operate-transfer model.

Among them, the G22 Qinglan Expressway Xifeng to Pingliang Yanchuan sub-section has the highest investment, with an estimated total investment of 21 billion yuan, and it is planned to adopt the BOT model. The investment promotion information released by Gansu Province shows that the project is an important section of Qinglan Expressway in Gansu. It is located in the core area of the old revolutionary base area of Shaanxi, Gansu and Ningxia and is rich in coal and oil in Gansu Province. It is also a red tourism resource and natural and cultural landscape. The concentrated area is connected with 2 cities, 3 counties, 8 townships and 8 townships along the line, with a radiation population of about 550,000 people.

Among the 10 road extension economic projects promoted this time, the most concerned is the “Symphonic Silk Road Line 1” integration project of the Greater Dunhuang Cultural Tourism Economic Circle. According to the information released at the promotion meeting, the project consists of five projects including the protection and development of the World Heritage Xuanquanzhi Site and the integrated development of the service area, and the protection and development of the National Archaeological Park of the Suoyang City Site.
