On July 16, 2022, the on-site promotion meeting of Liaoning's 5 million kilowatt new wind power key projects was held in the form of the main branch venue and multi-city linkage. The main venue is located in Faku County, Shenyang City, and there are branch venues in Dalian, Jinzhou, Yingkou, Chaoyang, and Huludao.

This batch of 5 million new wind power projects is a key link in the energy security capacity improvement project. 22 projects in 6 prefectures and cities will be promoted simultaneously, driving an effective investment of nearly 30 billion yuan, and an investment of 10 billion yuan will be implemented within the year. This batch of new key wind power projects is the largest wind power benchmark project under construction in Liaoning, with the latest application equipment and good demonstration effect. This is a milestone in the leap-forward development of Liaoning New Energy. The implementation of the project will accelerate Liaoning's realization of the dual-carbon goal and the implementation of the new strategy of energy security.

In recent years, Liaoning has unswervingly followed the high-quality development path of ecological priority and green and low carbon. Focusing on the goal of peak carbon and carbon neutrality, Liaoning has continued to adjust and optimize its energy structure, and always adhere to the principle of establishing first and then breaking, to ensure energy security. During the 14th Five-Year Plan period, Liaoning Province has planned 48 major clean energy projects with a total investment of more than 800 billion yuan, covering fields such as wind power, photovoltaics, nuclear power, pumped storage, natural gas, hydrogen energy and clean heating. According to the plan, by the end of the 14th Five-Year Plan, the total installed capacity of wind power and photovoltaics in the province will increase from 14 million kilowatts to more than 40 million kilowatts.

Wang Hongming, member of the party group, deputy director of the Liaoning Provincial Development and Reform Commission and director of the Liaoning Provincial Energy Bureau, said in an interview with reporters that in line with the idea of moderately advanced planning, Liaoning Province will develop a wind power photovoltaic construction scale of 1,400 in the first year of the 14th Five-Year Plan. 10,000 kilowatts, under the current background of stabilizing the market and expanding investment, in less than 6 months, the province has 5 million kilowatts of new wind power projects that are ready for construction, and there will be 4 million kilowatts of new wind power projects before the end of the year. The start of construction will drive effective investment of 50 billion yuan throughout the year.
