Recently, the Vietnamese government issued Circular No. 277/TB-VPCP on the eighth edition of the power plan, instructing the Ministry of Industry and Trade to reduce the domestic gas scale and increase wind power generation.
The notice requires the Ministry of Industry and Trade to continue to complete the National Electric Power Development Plan 2021-2030, Looking Forward to 2045 (Eighth Edition Electric Power Plan), with a focus on reducing coal-fired power by 2030. In addition to confirming that the projects that have been eliminated and not included in the eighth edition of the power plan have no legal disputes, the Ministry of Industry and Trade must continue to communicate with other thermal power project investors to determine whether their projects should continue to be implemented or adopt other solutions. In addition, Vietnam needs to consider increasing the scale of power purchases from neighboring countries, especially Laos, as well as increasing the scale of biomass and hydrogen energy generation. The Ministry of Industry and Trade also examined the feasibility of domestic thermal power projects using LNG, taking into account the reduction of LNG imports in 2030 and an appropriate increase in the scale of wind power.
In terms of solar power generation, the Ministry of Industry and Trade submitted a report on the issues in the eighth edition of the draft power plan, recommending that the government continue to allow some planned and invested projects to continue to be implemented until 2030, of which the total installed capacity that has not been put into use About 2428.42 MW.
