On September 13, 2022, the Hunan Provincial Development and Reform Commission approved the Yanling Luopingjiang Pumped-storage Power Station project, marking the project's entry into a new stage. The lower reservoir of Yanling Luoping River Pumped Storage Power Station is located in Yaozu Township, Zhongcun Village, Yanling County, Zhuzhou City, Hunan Province, 280 kilometers away from Changsha City and 252 kilometers away from Zhuzhou City. 2021-2035) It is a key implementation project in the 14th Five-Year Plan of Hunan Province. After the project is completed, it will mainly undertake tasks such as peak regulation, valley filling, energy storage, frequency regulation, phase regulation, emergency backup and other tasks of the Hunan power system. The total investment of the project is 8.3 billion yuan, and the total installed capacity is 1.2 million kilowatts. The construction content includes two new medium-sized reservoirs. The project is expected to start construction within this year. After the power station is put into operation, the annual power generation will be 1.276 billion kWh, the annual coal consumption of the system will be saved by 348,400 tons, the annual tax revenue will exceed 100 million yuan, and 2,000 people will be employed.

It is understood that the Yanling Luopingjiang Pumped Storage Power Station is the first pumped storage project in Luoxiaoshan area, and it is also the largest single investment project in the local history. In June 2021, the People's Government of Yanling County and Power Construction Corporation of China signed an investment cooperation framework agreement to quickly set up a special class to carry out the early stage of the project. In May 2022, the preparation and approval of three special reports on the normal water level, the layout of the hub, and the general construction layout will be completed, and the review of the resettlement plan will be completed in early September. Since the project was officially included in the mid- and long-term development plan for pumped storage issued by the National Energy Administration in September last year, it took only one year to obtain all the pre-approval requirements, and the construction of the pumped storage project accelerated.
