SCO: vigorously promote the development of wind energy and hydrogen energy
On September 16, 2022, local time, the Council of Heads of State of the Shanghai Cooperation Organization (hereinafter referred to as the "SCO") made a statement on maintaining international energy security. The statement proposed: vigorously promote the coordinated development of wind energy, solar energy, hydro energy, nuclear energy, biomass energy, hydrogen energy, and energy storage. It is of great significance to build a new power system that adapts to the gradual increase in the proportion of new energy.
Statement of the Council of Heads of State of the Shanghai Cooperation Organization on the maintenance of international energy security: We, the SCO member states - the Republic of Kazakhstan, the People's Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan, the Republic of Uzbekistan leader.
Stressing that ensuring access to affordable, reliable and sustainable modern energy for all is the seventh goal of the United Nations' 2030 Agenda for Sustainable Development.
It is believed that achieving energy security is an important foundation for countries in the world to achieve economic development, social stability, national security, and improve people's livelihood and well-being.

Stressed that the energy security rights of all countries and the right to use energy of all peoples should be respected and guaranteed, agreed with the global development initiative and global security initiative proposed by the People's Republic of China, positively commented on the establishment of the energy ministers meeting mechanism of the SCO member states in 2021, and supported the Carry out cooperation on jointly ensuring energy security within the framework of the Shanghai Cooperation Organization,
The statement is as follows:
The international energy security is facing a complex situation. Factors such as climate change, the new crown pneumonia epidemic, regional crises, and unilateral restrictive measures have severely impacted the balance of international energy supply and demand and the production and supply chain of energy resources, causing violent fluctuations in the energy market and sharp rises in energy prices.
In order to promote the development of the clean energy market and make necessary contributions to the global effort to achieve the goal of carbon neutrality, we propose to promote the construction of a clean, low-carbon, safe and efficient energy system and to diversify energy varieties and energy sources. Adjust measures to local conditions, focus on giving full play to the complementary advantages of fossil energy and clean energy, and encourage major oil and gas producing and exporting countries to increase upstream investment. Strengthen its own capacity building, effectively release export potential, increase global oil and gas and power supply, ensure energy security and sustainability, and ensure the sustainable application of clean and low-carbon energy.
Call on all countries in the world to jointly build an open, transparent and efficient international energy market, reduce trade barriers, avoid excessive fluctuations in international commodity prices in the energy field, and maintain a healthy, stable and sustainable international energy market.
Support energy producing countries, transit countries, and consuming countries to strengthen cooperation, ensure the safety and stability of international energy and resource transportation channels, and smooth international production and supply chains.
It is emphasized that energy transformation and energy security must be promoted in an overall and orderly manner on the basis of the safe and reliable operation of energy infrastructure including the use of renewable energy. Vigorously promote the coordinated development of wind energy, solar energy, hydro energy, nuclear energy, biomass energy, hydrogen energy, and energy storage. It is of great significance to build a new power system that adapts to the gradual increase in the proportion of new energy.
Support the strengthening of open cooperation in energy science and technology innovation, adhere to the principle of technology neutrality, encourage the research and development and application of various clean and low-carbon energy technologies, and emphasize the focus on clean and efficient use of fossil energy technologies in the process of energy transition. Encourage the reduction of technical barriers, strengthen technology transfer and sharing, vigorously improve energy efficiency, expand the layout of renewable energy, improve the level of clean energy utilization, and promote the development of the modern energy industry.
Support the strengthening of energy policy coordination and jointly build a fair, just, balanced and inclusive global energy governance system.
