Xinjiang is a large-scale clean energy base planned and constructed by the state. To implement the "dual carbon" goal, Xinjiang has become a hot spot for energy companies to follow the wind, and solar heat, wind, desert, Gobi, and desert have turned into advantageous resources.

Deepen the reform of decentralization, management and services, launch a network layout, and establish a list-based filing mechanism. In 2022, Xinjiang will intensively introduce policies to promote new energy development. These policies have gradually been implemented and blossomed, and the new energy investment and construction boom has once again been set off in the north and south of the Tianshan Mountains.

The coordinated development of traditional energy and new energy is perfectly coupled in the vast Gobi, desert and wasteland, and Xinjiang's energy industry has opened a new journey of leaps and bounds.

Since 2022, new energy projects in Xinjiang have been intensively built. According to the statistics of Huadian Xinjiang Power Generation Co., Ltd.: From January to June, a total of 4.22 million kilowatts of 14 wind and photovoltaic projects started construction, covering Urumqi City, Changji Hui Autonomous Prefecture, Tacheng Region, Aksu Region, Bayingoleng Mongolian Autonomous Prefecture, and Hami City and other 6 prefectures. By the end of 2022, Huadian will complete the construction of 5.87 million kilowatts of new energy projects in Xinjiang.

Policy is the indicator of investment. In order to promote the construction of new energy, in 2022, the Development and Reform Commission of the Autonomous Region issued the guidelines for the operation of serving and promoting the construction of large-scale wind power photovoltaic bases, and will also formulate ten mechanisms for new energy development and management and 30 measures, so as to solve the blockages, difficulties and difficulties in the construction of new energy in Xinjiang. Pain points.

Super charging treasures appear all over Xinjiang

Compared with previous years, most of the new energy projects invested in Xinjiang in 2022 have their own super charging treasures, which use different energy storage technologies to store energy. Photovoltaic and wind power generation are intermittent and unstable. Only relying on photovoltaic or wind power generation to input into the power grid cannot adjust the supply according to the demand for electricity, which brings challenges to the stability and security of power grid operation. In recent years, with the application of energy storage technology, the problem of grid-connected stability of new energy has been gradually solved.

In Fukang City, Changji Hui Autonomous Prefecture, Xinjiang Uygur Autonomous Region, China Green Development Fukang Luneng 1 million kilowatts green energy base is under construction, supporting the construction of 100,000 kilowatts of solar thermal energy storage. "Light can be converted into heat energy during the day and stored, and at night when the electricity consumption peaks, the heat energy can be converted into electrical energy and input into the grid, so that photovoltaic and solar thermal power generation can be bundled together to generate electricity according to the electricity demand of the grid, forming a continuous and stable supply." The relevant person in charge said.

The working principle of solar thermal energy storage is to emit mirrors through a large-scale array to focus sunlight on the heat absorption tower, and convert it into heat energy through the heat absorber and store it in the energy storage system. The water is heated into high-temperature, ultra-high pressure steam, which drives the operation of the turbine generator set and converts thermal energy into electrical energy.

In the Petroleum and Petrochemical Industrial Park of Shangku High-tech Industrial Development Zone, Korla, the first phase of the 1-million-kilowatt integrated source-grid-load-storage project invested by Xinjiang Ruibao Qianyuan Electric Power Co., Ltd. has started. After the project is completed, it will effectively reduce the price of electricity in the park. , to provide green power for enterprises in the park and reduce energy consumption indicators. "We are using carbon dioxide energy storage technology. Carbon dioxide is directly captured from the park, compressed and stored for energy storage. The goal is to turn the park into a green and zero-carbon industrial park," said Xu Zheng, head of the company.

According to Xinjiang New Energy Research Institute Co., Ltd., the energy storage of new energy projects invested in Xinjiang is mainly divided into chemical energy storage and physical energy storage. In addition to the use of solar thermal and carbon dioxide energy storage, there are also hydrogen energy storage, lithium battery energy storage, lithium iron phosphate energy storage, etc., the energy storage time varies from 2 to 8 hours.

At present, there are more than 20 kinds of energy storage technologies in China. In the next few years, Xinjiang will present a variety of energy storage application scenarios, and it will be a testing ground for various super charging treasures.

Accelerated coupling of traditional energy and new energy

In 2022, the Development and Reform Commission of Xinjiang Uygur Autonomous Region issued the "Notice on Promoting the Demonstration of Electric Power Source-Grid-Load-Storage Integration and Multi-Energy Complementary Projects" to promote the integration of source-grid-load-storage projects at park-level, city and county levels, wind-solar-storage integration projects. Construction of integrated projects, integrated wind-solar-water storage projects, and integrated projects of wind-solar-fired storage.

At present, the autonomous region has issued the first batch of market-oriented projects for integration of source, network, load and storage, and multi-energy complementarity, as well as two batches of market-oriented new energy projects that are connected to the grid. Among them, China Huadian Group Co., Ltd. ranked first in the index.

It is understood that the company's 5.65 million kilowatt new energy projects have been included in the first and second batch of large-scale wind power photovoltaic base construction projects focusing on desert, Gobi, and desert areas, including 1 million kilowatts in Urumqi and 2.1 million kilowatts in Changji. , Hami 500,000 kilowatts, Tacheng 1 million kilowatts, Aksu and Bazhou 1.05 million kilowatts. "It is expected that after these projects are put into operation, 13.6 billion kWh of green power will be added every year, and 2 million tons of standard coal will be saved every year," said Han Song, chairman of Huadian Xinjiang Power Generation Co., Ltd.

According to the requirements, coal-fired power units need to be transformed from the main power supply to the basic guarantee and system regulation power supply that provide auxiliary services such as reliable capacity, peak regulation and frequency regulation. Huadian Xinjiang Power Generation Co., Ltd. is accelerating the construction of a green-based comprehensive energy enterprise by implementing three transformations: flexibility transformation, energy saving and consumption reduction transformation, and heating transformation.

To implement the "dual carbon" goal, Huadian Xinjiang Power Generation Co., Ltd. proposed to build a development model of source network load storage, wind and solar hydrogen storage, new energy + ecological restoration, green energy + rural revitalization and development, and strive to invest 100 billion yuan in Xinjiang during the "14th Five-Year Plan" , 20 million kilowatts of new energy installed capacity.

At the same time, Xinjiang Energy Group Co., Ltd. is also promoting the construction of new energy. The integrated project of source-grid-load-storage invested in Tacheng, the green power generated will not only meet the power consumption of the corn biopharmaceutical enterprises affiliated to the group, but also provide electricity for Tacheng. The key development and opening-up pilot areas are the first development areas to provide green power protection. The photovoltaic frame installed in the project is raised to 1.8 meters, so that cattle and sheep can freely shuttle under the photovoltaic panels to graze, and build a new system for the coordinated development of animal husbandry and new energy.

New energy industry achieves high-quality leap development

Since 2022, Xinjiang has continuously accelerated the pace of large-scale development of the new energy industry, driving the transformation and upgrading of the traditional energy industry, forming a good trend of expanding the scale of new energy projects and accelerating the construction of three bases and one channel. From January to July, new energy power generation continued to grow, reaching 44.67 billion kWh, a year-on-year increase of 7.4%, 5.8 percentage points higher than the growth rate of all power generation, accounting for 19.2% of power generation.

Li Zhen, deputy director of the New Energy Division of the Development and Reform Commission of the Autonomous Region, introduced that based on the construction of a large national clean energy base, the scale of new energy development in Xinjiang has continued to expand. , Nanjiang and other tens of millions of kilowatt-level new energy industry bases are planned and laid out, and the scale of the new energy industry is expanding rapidly. At the same time, highlighting the optimization of service innovation management, the autonomous region has formed 30 specific measures for ten major mechanisms for new energy development, such as a map layout, list filing, and "standard land" land use. Annual goals and tasks provide fundamental guarantees.

Xinjiang has also vigorously deepened the reform of electricity marketization, and achieved innovation in the new energy electricity price mechanism. It is clear that all the power generation of new energy parity projects put into operation from 2021 will be included in the electricity market, and the target on-grid electricity price of new energy parity projects that will be put into operation in 2021 will be realized at 0.262 yuan/kWh through market transactions and the equalization of large industrial electricity prices. Since the release of the clear price signal, the enthusiasm of various market players to invest in construction has increased significantly. Since 2022, Xinjiang has started construction of new energy projects with a scale of more than 40 million kilowatts, and Xinjiang's wind power and photovoltaic power generation industries have entered a stage of sustainable and healthy development.

Focusing on the construction of a new power system, Xinjiang's new energy access guarantee capability has been significantly improved. The ability of the power grid to allocate resources has been continuously enhanced. Strengthen the peak regulation capacity building of the power system, organize and implement the flexibility transformation of coal power, speed up the construction of pumped storage power stations such as Fukang and Hami, implement electrochemical energy storage, promote the deep integration of new energy + energy storage, and effectively improve the grid’s ability to support new energy acceptance adjustment ability. Accelerate the preliminary work of the third channel of "Jiangsu Electric Power Delivery", strive to start construction within this year, and further enhance the ability of new energy delivery.

Xinjiang is rich in energy resources, and the new energy industry has huge development potential and space. The installed capacity of new energy in the whole network of Xinjiang Power Grid is 37.206 million kilowatts, accounting for 34.61% of the total installed capacity. The installed capacity of new energy ranks first in the northwest. Once upon a time, Xinjiang experienced a trough of development due to the low on-grid electricity price of new energy sources such as scenery, and the long loss of energy lines out of Xinjiang, resulting in hesitation. However, with the strong support of national and autonomous policies, and under the guidance of scientific and technological development, Xinjiang is now taking firm steps to promote the development of new energy. The development of energy has preliminarily realized the large-scale and intensive development and utilization of new energy.

Xinjiang is rich in new energy resources such as wind energy and solar energy. It is a large-scale clean energy base promoted in the "14th Five-Year Plan" and the outline of the 2035 long-term goals. At the same time, Xinjiang, as the three bases and one channel designated by the state, shoulders the important responsibility of ensuring national energy security. Energy security, electricity is the core, only by giving full play to the advantages of resources, location, and industries in Xinjiang, improving the development mechanism, releasing the consumption space, optimizing the development environment, clarifying the promotion path, and accelerating the high-quality development of Xinjiang's new power system can promote Xinjiang's better development. Participate in the balance of the national power market to a large extent and ensure the security of national energy supply.

The relaxed market environment creates more development space for new energy companies. It is expected that in the near future, some industrial parks in Xinjiang will use green electricity to form a depression of electricity price. While driving more enterprises to settle down, it will also promote the combination of new energy with desertification control, agriculture and animal husbandry, and connect a virtuous industrial chain.Editor/Zhao E
