In recent years, under the background of the international situation, the price of traditional energy has risen and the economic crisis has seriously affected the pace of modernization of all countries in the world. Realizing energy transformation and energy supply independence has become the key strategy for national development of various countries. When it comes to the importance of environmental protection and human survival in the future, actively developing new energy sources is undoubtedly the best way to solve the above problems. As the second largest economy in the world, China is already the absolute main force in the development of new energy. It is no exaggeration to say that we are the first. Zhang Jianhua, director of China's National Energy Administration, said that without the large-scale development of renewable energy in China, there would be no rapid and vigorous rise of global renewable energy. China has made Chinese contributions to the global energy transition and addressing climate change.

The pace of new energy construction in China is still accelerating, and new energy will occupy an increasingly important position in the future strategic layout of national energy. The Yangtze River Delta and Bohai Rim regions are mainly responsible for the research and development of new energy industry and high-end manufacturing, and are the highlands for the development of China's new energy industry; the central region undertakes the function of R&D and manufacturing of core materials; the western region relies on abundant natural resources and is a new energy power generation The main bearing site of the project.

In recent years, there has been a lot of movement in the western part of China. The desolate Gobi Desert used to have only sand and pebbles, and was deserted for hundreds of miles. This is a very common geographical feature in the western region, but in such an environment, it has become a photovoltaic energy and The Hexi Corridor is the best place for wind power equipment. It has become a must for major energy companies in China. Here we can see that the lifting equipment of Sany, XCMG, Zoomlion and other companies, Shantui, Weihai Chai and other companies' leveling machinery, and the desolate Gobi Desert are transforming into China's strategic energy base.

Hexi Corridor Energy Base

In early May 2022, the National Energy Administration approved the "Plan for the Construction of a Clean Energy Base in the Hexi Corridor of Gansu Province". The National Energy Administration has determined to build clean energy bases in Jiuquan and Jiayuguan cities in the Hexi Corridor of Gansu, and will be completed and put into use simultaneously with the Jiuquan-Hunan ±800kV UHV DC transmission project. This will increase the investment in fixed assets by about 52 billion yuan, and will effectively drive the equipment manufacturing industry and related supporting industries to increase the output value of about 50 billion yuan. Gansu is a region rich in wind and light resources. To solve the problem of grid connection and consumption of new energy sources such as "abandoning wind and light" in this region, establishing long-distance transmission channels is only one of the policy options. In response to the national strategy, Gansu issued a development plan for the Hexi Corridor Economic Belt during the 14th Five-Year Plan. Make every effort to build a new energy production base, reserve base, export base and new energy equipment manufacturing base in the Hexi Corridor. Further expand the scale of Jiuquan 10 million kilowatt wind power bases, and build 10 million kilowatt wind power bases in Jinchang, Zhangye and Wuwei. Build Jiayuguan million kilowatt photovoltaic power generation base, Jiugang smart grid and new energy on-site consumption projects. Implement CSP demonstration projects, promote the development and utilization of geothermal energy, and realize the coordinated development of wind-solar-thermal integration. Accelerate the promotion and application of new energy, carry out pilot demonstrations of integrated commercial application of distributed microgrid storage and large grid storage, etc., and improve the proportion of new energy consumption and peak shaving capabilities. Make use of the advantages of key battery raw materials to expand and strengthen the energy storage battery and battery material industry. Relying on the Wuwei thorium-based molten salt reactor research facility, explore the construction of an integrated energy base for wind-solar hydrogen storage.

Gansu Jiuquan New Energy Industry Chain

Jiuquan, known as Suzhou in ancient times, is a prefecture-level city under the jurisdiction of Gansu Province. It is an important node city in the Gansu section of the Silk Road Economic Belt approved by the Gansu Provincial People's Government, with a total area of 192,000 square kilometers and a vast area. Known as the world's wind farm, the wind energy resources are large in quantity and high in quality, with a usable area of 10,000 square kilometers. The annual wind energy can be used for more than 3,000 hours, and the total wind energy reserves are 20 million kilowatts. It is the most abundant wind energy reserve in China. one of the regions. At the same time, Guazhou County has a typical continental climate, with long sunshine hours, high light intensity, low rainfall, and more than 3,260 hours of sunshine throughout the year. Such superior natural conditions are most suitable for contiguous development of new energy resources, solar energy The exploitable amount of resources is more than 40 million kilowatts. Guazhou County conscientiously implements the national, provincial and municipal strategic deployment of building a new energy base of 10 million kilowatts, and cultivates the new energy industry as the first industry. Since the first wind power company settled in 2006, up to now, a total of 28 wind power development companies including China Huaneng and Datang Group have settled in Guazhou, 35 wind farms have been built, more than 4,500 wind turbines of various types have been installed, and the grid-connected capacity is 7.1 million kilowatts. , accounting for 70% of the total installed capacity of wind power in the city and 50% of the total installed capacity of wind power in the province. The county has completed and put into operation a power generation capacity of 9.2 million kilowatts.

While vigorously developing new energy power generation enterprises, special attention is paid to the construction of power grids. With the strong support of superior departments, the favorable terrain of the power grid hubs of Xinjiang, Qinghai and Gansu provinces has been fully utilized, and the power transmission channels have been opened centrally, and the construction of plus or minus 800 thousand 1 volt converter station, 2 750 kV substations, 20 330 kV substations, 11 110 kV substations, and 18 35 kV substations, effectively solving the problem of external power transmission, becoming the largest power grid construction density in China one of the counties. Since 2022, with the restart of Jiuquan Wind Power Base Phase II and the second batch of projects, the construction of two 1,000-megawatt units No. 3 and 4 of Jiuhu DC peak-shaving power plant Changle Power Plant has been fully started. After completion in 2023, Guazhou New Energy’s capacity for peak regulation and frequency regulation will be further improved. Guazhou is an important passage of Hexi Corridor from east to west, and its Liugou area is an important strategic channel hub for “West-East Electricity Transmission”, “West-East Gas Transmission”, and “West-East Coal Transportation”, adjacent to Changle Power Plant and Jiugang. The company, Yumen Oilfield, CNNC 404 Plant, Dongfeng Aerospace City, Qinghai Oilfield and other large enterprises have a very advantageous regional location.

The energy layout of dots and lines

Gansu Province has built new energy projects in Wuwei, Zhangye, Qingyang and other places, involving large-scale wind power photovoltaic base projects in deserts, Gobi and desert areas, with a total scale of 12.85 million kilowatts. Among them, 2.65 million kilowatts of wind power projects, 9.79 million kilowatts of photovoltaic power generation projects, and 410,000 kilowatts of solar thermal projects. In addition to the 8.55 million kilowatt projects confirmed by the state, Gansu Province has arranged 4.3 million kilowatt projects on its own, involving Jiuquan, Jiayuguan, Zhangye, Jinchang, Wuwei and other cities, with a total investment of 70 billion yuan. Divided by development entities, the photovoltaic desertification control projects are implemented by Huadian Group, Chint Group, Elion Group, Three Gorges Group, China Power Construction Group, and National Energy Group Longyuan Company. The new energy on-site consumption projects are implemented by Jiugang Group Corporation, Jinko Power and China Power Construction Group respectively. The new energy projects supporting the Longdian project into Shandong were implemented by Huaneng Group and Shandong Development Investment Group respectively.

The 12.85 million kilowatt new energy projects under construction in a concentrated manner not only rely on desert, Gobi, and desert areas to promote the construction of large-scale wind power photovoltaic bases, reflecting ecological and environmental benefits, energy conservation and emission reduction benefits, economic benefits, etc., but also highlight the "photovoltaic + sand control" "" Solar-thermal + wind-photovoltaic”, as well as the diversified characteristics of local consumption of new energy, supporting projects based on UHVDC transmission lines, and self-arranged power generation projects. After the completion of these "photovoltaic + sand control" projects, the area of desert control will reach about 75,000 mu, and the ecological environment of the Hexi Corridor will continue to be improved.

Recently, the second batch of wind power and photovoltaic indicators in the 14th Five-Year Plan of Gansu Province has been issued to various cities, with a total scale of 14.5GW, including 8.5GW of photovoltaic and 6GW of wind power, involving Jiayuguan, Zhangye, Jinchang, Wuwei, Lanzhou, Baiyin 13 cities and so on. Zhangye, Jinchang and Wuwei all exceeded 2GW. In addition to the 4GW wind and solar indicators issued by Jiuquan in July, the second batch of wind and solar indicators in Gansu's "14th Five-Year Plan" has reached 18.5GW. 1.35GW and Dunhuang 1GW are divided into special indicators, the total scale is 4GW, and the total scale of photovoltaic and wind power is 2GW each. The projects are distributed in Suzhou District, Yumen City, Jinta County, Guazhou County, Aksai County and other regions. In the new energy plan, Jiuquan is still the energy center of Gansu. After the completion of this project, Jiuquan will further consolidate its position as an energy center.

Gansu green electricity has been delivered to 20 provinces, autonomous regions and municipalities

A few days ago, the National Energy Administration clearly identified Gansu as the province where external power was sent to Zhejiang, and delivered power and energy to Zhejiang through the UHV transmission project. This is the third UHV DC transmission and transformation project in Gansu following the Jiuquan-Hunan and Longdong-Shandong UHV transmission line projects. Gansu Province has a complete range of energy resources and is an important clean energy base in China and a base for power transmission from west to east. By the end of 2021, the province's total installed capacity of new energy will reach 30.95 million kilowatts, accounting for 48.7% of the province's total installed capacity, higher than the national average of 25.5%; the wind and photovoltaic power generation will reach 44.6 billion kilowatt hours, accounting for the province's total power generation 23% of the total, higher than the national average of 12.3%. . Gansu has obvious geographical advantages. As the central hub of the Northwest Power Grid, many people may not know it. It is connected to four provinces of Shaanxi, Xinjiang, Qinghai and Ningxia through 18 circuits of 750 kV. The inter-provincial power transmission capacity reaches 29 million kilowatts, and power is sent to 21 provinces and cities. It has a very important position in the national energy development pattern.

Wang Guochun, Secretary of the Party Committee of the Northwest Branch of the State Grid, said that the northwest region is an important new energy base in my country, with good resource endowments and large development space. The wind energy and solar energy technology in the region can be developed over 1 billion kilowatts, which exceeds the national wind energy and solar energy technology development capacity. 48% of the development volume. The construction of the Hexi Corridor wind power base will make Gansu a major energy province in the country and an important base for power transmission from west to east. In the future development, the energy industry is still an important pillar industry in Gansu. While insisting on diversified development, with the priority development of wind power, nuclear power and solar power generation, the total scale of Gansu energy will be greatly expanded and the structure will be continuously optimized. After 10-15 years of hard work, driven by wind power, Gansu's installed power capacity will strive to exceed 60 million kilowatts, and it will become a veritable energy province.

To build China's first energy export point

In the future, Gansu will not only build a new energy base in the Hexi Corridor, but also attract a large number of energy enterprises and manufacturers to make Gansu an important energy equipment manufacturing base in the country. Yin Hong, Secretary of the Gansu Provincial Party Committee, said that relevant government departments will strengthen clean energy Industry as the main point of attack, closely follow the 'double carbon' goals and progress, and accelerate the construction of a clean energy base in the Hexi Corridor. The front end will focus on the cultivation of local enterprises, the introduction of large enterprises, and the power delivery and local consumption in the back end. , so that the new energy industry has gradually become an important traction and pillar of economic development.
