Qinghai Haixi plans to add 15.2GW of photovoltaics and 8.3GW of wind power

Recently, Qinghai Haixi Prefecture's "14th Five-Year" clean energy development plan has been released. The plan shows that Haixi Prefecture comprehensively considers domestic demand and external delivery, and plans to add 15.2 million kilowatts of photovoltaic projects during the "14th Five-Year Plan", including external photovoltaic projects. 8 million kilowatts, Qinghai power grid consumes 7.2 million kilowatts of photovoltaic projects. The newly added CSP project is 550,000 kilowatts, of which 300,000 kilowatts will be sent out, and 250,000 kilowatts will be consumed by Qinghai Power Grid. The newly added wind power is 8.3 million kilowatts, including 4 million kilowatts of wind power projects for external transmission and 4.3 million kilowatts of wind power projects for internal consumption. It is mainly distributed in 7 regions including Delingha, Golmud, Mangya, Dachaidan, Wulan, Dulan and Tianjun. The total investment of new projects in the "14th Five-Year Plan" is about 231.17 billion yuan.
According to the plan, the key photovoltaic projects for new energy power generation in Haixi Prefecture during the "14th Five-Year Plan" include: 7 million kilowatts of UHV outbound photovoltaic projects from Haixi Prefecture to the central and eastern regions, 1 million kilowatts of photovoltaic projects of Qingyu DC UHV Phase II Project, The affordable photovoltaic project is 4.8 million kilowatts, the Delingha CSP project is 250,000 kilowatts, and the Golmud CSP project is 300,000 kilowatts.
Wind power projects include: Qingyu DC UHV Phase II wind power project of 1.5 million kilowatts, Haixi Prefecture to central and eastern UHV wind power projects of 2.5 million kilowatts, and parity wind power projects of 3.3 million kilowatts.
In terms of energy storage: During the "14th Five-Year Plan" period, electrochemical energy storage is planned to focus on the tens of millions of kilowatts of renewable energy delivery bases in Haixi Prefecture, which will be constructed in conjunction with photovoltaic and wind power projects. Thermal Park, Dachaidan Wind-Solar-Storage Integrated Park, Mangya Lenghu Wind-Solar-Storage-Integrated Park, Delinghaxi Export Photovoltaic Solar Park, Wulan Photovoltaic Industrial Park, Dulan Nuomuhong Wind-Solar-Storage Integrated Park, The scale of electrochemical energy storage on the new power supply side is planned to be 2.35 million kW/4.7 million kWh. It is mainly chemical energy storage (lithium battery), and the configuration energy storage time is 2h.
At the same time, expand the application scale of shared energy storage, focusing on the construction of Golmud East Export Shared Energy Storage Project (2.7 million kW/5.4 million kWh), Delingha West Export “Shared Energy Storage” Project (850,000 kW/1.7 million kWh), Dachai Once shared energy storage project (1 million kW/2 million kWh).
In terms of investment, Haixi Prefecture's "14th Five-Year Plan" recommended an increase of 15.2 million kilowatts in photovoltaics, with an investment demand of about 49.4 billion yuan; wind power increased by 8.3 million kilowatts, with an investment demand of about 53.955 billion yuan, and solar thermal 550,000 kilowatts , the investment demand is about 11.9 billion yuan; the new energy power generation supporting electrochemical energy storage investment is about 19.32 billion yuan; the infrastructure investment is about 25.6 billion yuan; the UHV transmission channel project investment is about 35.8 billion yuan; clean energy supporting industries and technology research investment About 30.5 billion yuan.
According to the relevant planning of Qinghai Province, from 2026 to 2035, Haixi Prefecture will add 26.75 million kilowatts of wind power, 43.6 million kilowatts of photovoltaic power generation, and 1.7 million kilowatts of solar thermal power generation. Electrochemical energy storage will be allocated to 10% of the new energy installed capacity. The scale of increased electrochemical energy storage is about 68.1 billion kilowatts; the rest will be developed in the prospective years.
The layout of primary wind power projects in the planning is mainly in the areas of Mangya Lenghu, Dachaidan Xitie Mountain, and Dulan Nuomuhong.
