A few days ago, the reporter was informed that the official website of the Sichuan Provincial Government issued "Several Policies to Support the Speeding up of Expressway Construction" (hereinafter referred to as "Policies"). The "Policy" proposes 22 specific measures from eight aspects: optimizing the preliminary work process, relaxing investment and construction conditions, improving the government investment mechanism, expanding financing channels, strengthening land use guarantees, strengthening construction environment guarantees, improving charging policies, and strengthening policy incentives. It will come into force on October 1, 2022 and will be valid for 5 years. The "Policy" points out that the preliminary work can be started ahead of time for eligible projects, and joint assessments can be organized ahead of time; new interchanges or service areas for operating expressways can be specified by the Department of Transportation and the Provincial Development and Reform Commission through special planning and included in Projects under special planning will directly carry out project feasibility studies and submit for approval, and will no longer examine and approve project proposals.
In terms of relaxing the conditions for investment and construction of expressways, the "Policy" will extend the franchise period on a pilot basis. For some projects with prominent road network functions and significant social benefits, if the feasibility gap cannot be made up after local supporting funds and resources, the pilot will be charged in the toll. Extend the franchise period beyond the period to promote the successful investment of the project.
The "Policy" provides "real money" incentives for projects that have achieved good results in accelerating the construction of expressways. The "Policy" states that if the project successfully attracts investment, the leading city (state) will be given 3 million yuan in incentives and subsidies, and the cooperating cities (states) will be given 1.5 million yuan in incentives and subsidies; the project has been approved in advance by the project feasibility study report (approval). ), the leading city (state) will be given 1 million yuan in incentives and subsidies according to the project, and the cooperating cities (states) will be given 500,000 yuan in incentives and subsidies according to the project. If the project obtains the approval of construction land in advance and starts construction, the project owner will be given 3 million yuan in incentive and subsidy funds, and each city (state) along the line will be given 1 million yuan in incentive and subsidy funds; if the control project starts in advance, the project owner will be given 100 yuan RMB 500,000 in rewards and subsidies, and RMB 500,000 in rewards and subsidies for the cities (prefectures) where the controlled projects are located. If the project is completed and opened to traffic earlier than the approved resumption period, the project owner will be given rewards and subsidies according to the standard.
