The energy storage industry is expected to usher in an explosive period. On September 26, 2022, Song Wen, deputy director of the Planning Department of the National Energy Administration, said that the construction of new power infrastructure will be intensified. Implement renewable energy alternative actions, and steadily promote the construction of large-scale wind power photovoltaic bases focusing on deserts, Gobi, and desert areas, southwest hydropower bases, and power transmission channels. In principle, the proportion of renewable energy power transmission is not less than 50%.

This is the second time since September that the National Energy Administration has emphasized that it will further promote the completion of large-scale wind power photovoltaic bases to be connected to the grid to ensure that they are completed and put into operation simultaneously.

Liu Yuanguan, President of Baofeng Energy, said in an interview with reporters that energy storage is an important support for the high-quality development of the new energy industry. In the context of the "dual carbon" goal, it is conducive to promoting industrial transformation and upgrading and high-quality development.

Large-scale wind power photovoltaic construction accelerates

New energy power generation is the general trend, but it has volatility and disorder. It is very important to solve the phenomenon of abandoned wind and light generated in the process of renewable energy power generation. , Many provinces have issued policies for photovoltaic distribution and storage.

On September 26, the Qinghai Provincial Development and Reform Commission issued the "Proposal on Building a World-leading Photovoltaic Power Generation Base in Qinghai" - Letter of Reply to Proposal No. 20180064 of the 1st Session of the 12th Provincial Political Consultative Conference. The letter mentioned that the first batch of 10.9 million kilowatt projects (photovoltaic 8 million kilowatts) issued by the first batch of large base countries have all started and are expected to be fully completed in 2023. The second batch of large base countries has issued 7 million kilowatts projects (5.4 million kilowatts of photovoltaics), and preliminary work is being carried out.

In addition, the state plans to deploy large-scale wind power photovoltaic bases focusing on deserts, Gobi, and deserts. The "14th Five-Year Plan" focuses on the implementation of the Hainan Gobi base, and the initial planning of the external power supply is 14 million kilowatts of photovoltaics. In addition to market-oriented projects, 16.96 million kilowatts of photovoltaics have been built so far, and 22.46 million kilowatts of photovoltaics are under construction. It is expected that by 2025, photovoltaics will reach about 59 million kilowatts.

According to the "Notice on the List of the First Batch of Large-scale Wind Power and Photovoltaic Base Construction Projects Focusing on Deserts, Gobi and Desert Areas" issued by the National Development and Reform Commission. The first batch of large-scale wind power and photovoltaic base construction projects focusing on deserts, Gobi and desert areas covers 19 provinces including Inner Mongolia, Qinghai and Gansu, with a total scale of 97.05 GW.

Not only Qinghai, but also many regions such as Ningxia and Inner Mongolia are developing large-scale wind power photovoltaic construction.

Data show that as of the end of August, the national installed capacity of power generation was about 2.47 billion kilowatts, an increase of 8.0% year-on-year. Among them, the installed capacity of wind power was about 340 million kilowatts, an increase of 16.6% year-on-year, and a cumulative increase of 16.14 GW; the installed capacity of photovoltaic power generation was about 350 million kilowatts, an increase of 27.2% year-on-year, and a cumulative increase of 44.47 GW.

Many people in the industry have mentioned that the construction of large-scale wind and solar bases is the top priority of new energy development during the "14th Five-Year Plan". Hu Qimu, deputy secretary-general of the China Digital Reality 50 Forum, told reporters that the development of photovoltaics and wind power is the most powerful support for promoting the dual-carbon process and adjusting the energy structure, which can effectively hedge the potential risks of fossil energy supply security.

The energy storage market ushered in an explosive period

With the rapid development of new energy sources such as wind power and photovoltaics, more grid-connected needs have also been generated. On September 2, the National Energy Administration held a video conference on the analysis of the national renewable energy development and construction situation in August. The meeting requested that it is necessary to further promote the completion of large-scale wind power photovoltaic bases and the grid connection. The first batch of base projects should complete all project approvals (records) as soon as possible, submit grid connection applications as soon as possible, speed up the construction of the main project, complete the promised grid connection goal in 2022 on schedule, and speed up supporting facilities. The construction of energy storage and peak shaving facilities ensures that they are completed and put into operation simultaneously; the second batch of base projects will complete the selection of owners as soon as possible and start construction as soon as possible.

In fact, for a long time, the problem of grid connection has restricted the development of wind power photovoltaic. In the future, the biggest problem in realizing the goal of a large-scale wind and solar base is delivery and consumption, and it also requires supporting energy storage and peak regulation.

"The first problem faced by the construction of large-scale wind and solar bases is the problem of consumption. To reduce the phenomenon of abandoning wind and light, we must increase the proportion of consumption and delivery capacity." Qi Haishen, president of Beijing Teyi Sunshine New Energy, said in an interview with reporters that the new energy Energy power generation needs to be sent out. On the one hand, it requires the construction of UHV supporting facilities, and on the other hand, it needs to configure a certain proportion of energy storage.

Chen Bo, chairman of Jiaze New Energy, said at the 2022 semi-annual performance briefing held on September 27 that new energy sources such as wind and solar have strong instability and randomness. Energy is an indispensable role in the future power system, and will usher in rapid development along with wind power and photovoltaics.

In this context, listed companies are actively deploying energy storage projects. On September 26, Polaris Energy Storage Network released data saying that last week (September 19-23), a total of 13 energy storage system equipment procurement or project engineering general contract winning bids and bid winning candidates were announced. Among them, the bidding price range of energy storage system procurement is 1.23 yuan/Wh-2.67 yuan/Wh, and the bidding price range of energy storage project general contracting is 1.66 yuan/Wh-3.55 yuan/Wh, China Energy Construction, 30 companies including POWERCHINA and SPIC participated in winning the bid.

Central SOEs have taken the lead in deploying energy storage. Previously, CATL has reached strategic cooperation with leading energy companies such as National Energy Group, State Power Investment Corporation, China Huadian, Three Gorges Group, China Energy Construction, etc., established energy storage joint ventures, implemented a number of large-scale energy storage projects, and jointly developed wind power generation and photovoltaic power generation. LiFePO4 battery solutions for power generation and energy storage projects.

Ningde Times stated on the investor interaction platform on September 27 that the energy storage system products have fully covered the power generation side, the grid side and the user side, including solar or wind power generation and energy storage facilities, industrial enterprise energy storage, commercial buildings and data center storage. energy, energy storage charging stations, communication infrastructure backup batteries, household energy storage, etc.

According to the research report of West China Securities, with the rapid development of new energy sources such as photovoltaics and wind power, considering the pressure brought by large-scale grid connection to the power grid, as one of the best ways to solve the problem, the role of energy storage devices cannot be ignored. As more regions release policies on distributed photovoltaic distribution and storage, the development of the energy storage industry is more certain, and related companies are expected to benefit from it.

According to the forecast of Everbright Securities, by 2025, the scale of China's energy storage market will reach 0.45 trillion yuan, and will grow to about 1.3 trillion yuan in 2030.

In Qi Haishen's view, how to match energy storage projects with large-scale wind and solar bases involves power generation costs and investment benefits, and these issues need to be considered comprehensively. The unified large power market in China, including the supporting construction services of virtual power plants, is a large systematic project, which must be deployed and developed as an organic whole, otherwise the large energy cycle will not be smooth.
