In order to achieve the carbon emission reduction target, the installed photovoltaic energy capacity in various regions has made great strides. According to data from the National Energy Administration, by the end of August, the national photovoltaic cumulative photovoltaic 349.9GW, becoming the country's third largest power supply. With the continuous growth of the scale and number of photovoltaic power stations, land resources have become an urgent problem to be solved. Compared with onshore photovoltaic, Marine photovoltaic can not only solve the land problem, but also have natural environmental advantages.

Offshore PV will move the "photovoltaic power station" from land to sea, because the sea surface is open, there is no shelter, long sunshine and full utilization (reflected light on the water surface), has the characteristics of significantly increasing power generation, less land occupation, and easy to combine with other industries.

By May 2022, China had confirmed the rights of 28 offshore photovoltaic projects, covering a total area of 1,658.33 hectares. Among them, 18 are in Jiangsu, 4 in Shandong, 3 in Zhejiang, 2 in Liaoning and 1 in Guangdong. Zhejiang Province has the largest area, 770.89 hectares.

Specifically, Marine site selection for photovoltaic projects is strictly prohibited in ecological protection red line areas, oyster reefs, seagrass beds and other important Marine ecosystem distribution areas, as well as sea areas explicitly prohibited by laws, regulations and planning. In principle, the photovoltaic array should be centrally arranged to confirm the overall weight, and not a single square array or a single photovoltaic panel should be used as the Zonghai unit to confirm the weight. When the project is really necessary to arrange the photovoltaic square array in pieces for the reasons of avoiding the channel, tidal channel and other projects using the sea, the right can be confirmed by subdivision according to the actual distribution. Departments examining and approving the use of coastal sea areas at all levels should strictly abide by the bottom line of laws and policies, and should not arbitrarily change the use of sea areas in the name of establishing power in different levels.

On July 15, according to the "offshore photovoltaic construction project Action" issued by Shandong Province, Shandong will build "Bohai Rim, along the Yellow Sea" double 10 million kilowatt level offshore photovoltaic base, including "Bohai Rim" base layout of 31 offshore photovoltaic sites, the total installed capacity of 19.3 million kilowatts. The "Along the Yellow Sea" base has 26 offshore photovoltaic sites, with a total installed capacity of 22.7 million kW.
