On November 4, 2022, Chongqing Public Resources Trading Network released the prequalification announcement of the Liangtan River Ecological Governance and Restoration and Green Cycle Project PPP Project in Western Chongqing Science City. The tenderee of the project is the Construction Bureau of the Administrative Committee of Chongqing Hi tech Industrial Development Zone, and the total investment approved for the project is 3.456 billion yuan.

Project overview

The construction scope of this project mainly involves four main streams and corresponding tributaries of Liangtan River, Lianhuatan River, Huxi River and Daxi River in Chongqing Hi tech Zone.

The new construction mainly includes: the reconstruction and construction of the four main streams of Liangtan River, Lianhuatan River, Huxi River and Daxi River in Chongqing Hi tech Zone and the communities in the corresponding tributaries, the reconstruction and construction of municipal drainage pipelines, the repair and construction of wastewater interceptors, the guarantee of the ecological base flow in the basin, the flood discharge dredging, dredging, ecological restoration, the construction of lake reservoir connection, distributed energy stations, solid waste disposal and recycling projects, the construction of ecological parking spaces, and smart water services.

The existing assets mainly include the built municipal drainage pipe network in Baihan District, with a length of about 70km and a pipe diameter of DN600~1200, which will be handed over to the winning social capital for unified operation and maintenance.

Project cooperation period: the project cooperation period is 25 years, including 3 years of construction period and 22 years of operation period.

Scope of bidding

Investment and financing, survey and measurement, construction drawing design, geophysical exploration and testing, preparation of special and special reports, construction, operation, maintenance and handover of the project, as well as all the risks that the project company should bear, mainly include the reconstruction and new construction of municipal drainage pipelines, repair and new construction of wastewater interceptors in the four main streams of Liangtan River, Lianhuatan River, Huxi River and Daxi River basins of Chongqing Hi tech Zone and the communities in the corresponding tributary basins Ecological base flow guarantee of the basin, construction of distributed energy stations, solid waste disposal and recycling projects, construction of ecological parking spaces, and smart water services.
