On November 8, 2022, the Chinese government procurement network released the results of the pre qualification of the selection of social capital for PPP projects of Bailin, Songchang and West Ring Expressway in Changchun Metropolitan Circle. Six companies, including China Railway Construction Chongqing Investment Group and Shanxi Road and Bridge Construction Group, won the bid in advance, with a total investment of 31.71 billion yuan.

Project overview

Bailin Expressway: starts from the north of Changgang Village, Hekou Street, Hunjiang District, Baishan City, and ends at the west of Group 7, Taixing Village, Jianguo Street, Linjiang City.

Songchang Expressway: starts from the southeast of Songjianghe Town, Fusong County, and ends at the north of Liangjiang Village, Changbai County.

West Ring Expressway of Changchun Metropolitan Circle: it starts from the long expressway near Zhangjia, Beisimen, Yitong County, and finally connects to the Nong'an Jiutai section of Changchun Metropolitan Circle Expressway near Chijiadian, Nong'an County.

Construction scale and standard

Bailin Expressway: the total mileage of the main line is 44.21km, the four lane expressway standard with a design speed of 80km/h is adopted, and the subgrade width is 25.5m.

Songchang Expressway: the total construction mileage of the main line is 113.26 km, the four lane expressway standard with a design speed of 80 km/h is adopted, and the subgrade width is 25.5 m.

West Ring Expressway in Changchun Metropolitan Area: the total mileage of the main line is 143.71km, the four lane expressway standard with a design speed of 120km/h is adopted, and the subgrade width is 27.0m.
