On November 17, 2022, Qianshan District People's Government of Anshan City, Liaoning Province and Dajin Heavy Industry Co., Ltd. held the signing ceremony of the project investment intent agreement to further deepen the cooperation between the two sides in wind power equipment manufacturing, wind power resource development and other fields. According to the agreement, Dajin Heavy Industry will build tower barrel, blade production base and onshore centralized wind power project in Qianshan District, Anshan City, with a total investment of about 7 billion yuan. Qianshan District Government will ensure that the target of onshore wind power project allocated to Dajin Heavy Industry is not less than 1 million kilowatts.

The new energy industry is considered as a green engine to achieve a new round of economic growth. As an old industrial base in Northeast China, Anshan has outstanding development advantages. Accelerating the development of new energy such as wind power and promoting the reform of the energy structure of the industrial base have also received unprecedented attention from governments at all levels in Liaoning Province.
