From November 15 to 16, 2022, a meeting to review the pre-feasibility study report of Heilongjiang Haiyanghe Pumped Storage Power Station was held in Mudanjiang City, Heilongjiang Province.

According to the report, Haiyang River pumped storage power station is located in Hailin City, Mudanjiang City, 198km away from Harbin City, 90km away from Mudanjiang City. The upper reservoir is located at the head of Xiaonangou ditch on the right bank of the Southwest Chahe River, which is formed by damming and digging. The lower reservoir is located on the southwest branch of the two wave River tributaries, formed by damming the river. The hub project is mainly composed of upper reservoir, lower reservoir, water transmission system, underground workshop and ground switch station, etc. The upper and lower reservoirs all use concrete face rockfill dam.

The Haiyang River Pumped Storage Power Station is a key project implemented in the 145th Plan for Medium - and Long-term Pumped Storage Development (2021-2035). The primary installed capacity of the power station is 1200MW. After completion, it will undertake tasks such as peak regulation, valley filling, energy storage, frequency modulation, phase modulation and emergency backup of Heilongjiang power grid.
