On November 29, 2022, the fourth China Russia Energy Business Forum was held in Beijing and Moscow in a combination of offline and online.

Han Zheng said that energy security is an important basis for countries to achieve economic development and social stability. Under the strategic guidance of the two heads of state, China Russia energy cooperation has steadily progressed and achieved a series of new achievements. China and Russia should implement the important consensus of the two heads of state, forge a closer energy cooperation partnership, and make greater contributions to enhancing the well-being of the two peoples and promoting global energy security and sustainable development.

The ROK is putting forward three suggestions on deepening China Russia energy cooperation. First, strive to optimize the business environment, ensure the sustainable and stable development of energy trade, and orderly promote major project cooperation as planned. Second, we will support energy producing, transit and consuming countries to strengthen cooperation, unblock the supply chain of the international energy industry chain, and maintain the security and stability of the global energy market. Third, build a green and low-carbon global energy governance pattern, actively promote the establishment of a global clean energy partnership, and jointly address the challenges of climate change.

Deputy Prime Minister Novak of the Government of the Russian Federation, Secretary General of the Energy Development Strategy and Ecological Security Committee of the President of Russia and President of Rosneft Sechin attended the opening ceremony. Xie Qin read out a congratulatory letter from Russian President Putin and delivered a speech, and Novak delivered a speech.
