Premier Li Keqiang, Chairman of the Standing Committee of the National People's Congress Li Zhanshu and Chairman of the National Committee of the Chinese People's Political Consultative Conference Wang Yang met with General Secretary Thongloun respectively. In a cordial, friendly and candid atmosphere, the two sides briefed each other on the situation of their respective parties and countries, exchanged in-depth views on developing relations between the two parties and countries as well as international and regional issues of common interest and reached a series of important consensus.

Areas of practical Cooperation

China will continue to implement the consensus reached by leaders of the two countries, support Laos in its economic and social development and improvement of people's livelihood, and work for Laos to be the first country to achieve positive results in the global development initiative.

We made orderly efforts to align the Belt and Road Initiative with Laos' strategy of transforming a landlocked country into a landlocked country, and made progress in implementing the outline of the Belt and Road Cooperation Plan.

We will continue to advance the development of the China-Laos Economic Corridor and the vision of connecting China, Laos and Thailand. We will do a good job in the operation and maintenance of the China-Laos railway, build a high-standard, sustainable economic belt along the route that benefits the people, and fully leverage the comprehensive benefits of the railway. We will work for positive progress in the China-Laos highway and other transport infrastructure projects and enhance the connectivity of corridors.

We should give full play to the China-Laos Economic, Trade and Technical Cooperation Committee, production capacity and investment cooperation and other mechanisms, strengthen policy communication and experience sharing, make overall plans for bilateral economic and trade cooperation, and promote the sound and sustainable development of China-Laos economic and trade relations.

We should leverage the role of China-Laos e-commerce cooperation mechanism, carry out policy communication, advance capacity building cooperation, upgrade cooperation in logistics, mobile payment and other fields, and expand the sales of high-quality Lao specialty products in China through e-commerce.

We will support enterprises in steadily advancing China-old power grid interconnection projects in accordance with commercial principles. We commend the efforts made by the respective enterprises and institutions in establishing the National Transmission Grid Corporation of Laos (EDL-T), and are ready to push for the substantive operation of these companies at an early date.

Further deepen cooperation on water resources, strengthen water resources protection and utilization under the Lancang-Mekong Cooperation mechanism, and jointly raise the level of intensive and safe use of water resources.

We will step up cooperation in customs inspection and quarantine, advance consultations on animal and plant quarantine (SPS), and expand exports of high-quality agricultural and food products from Laos to China to promote security and facilitate the development of bilateral trade.

We should make good use of the mechanism of the China-Laos Agricultural Cooperation Working Group to deepen cooperation in agriculture, trade and investment, strengthen scientific and technological exchanges and capacity building cooperation in rice, tropical fruit and vegetable planting and processing, animal breeding technology, disease prevention and control, rural e-commerce and other fields, and promote agricultural and rural modernization.

China will strengthen experience exchange and cooperation in poverty reduction and rural revitalization, make use of China-Asean and ASEAN-China, Japan-ROK cooperation platforms to enhance experience exchange, actively promote the launch of the second phase of the East Asia Poverty Reduction Demonstration Cooperation Project, and support the capacity building of Lao personnel in poverty reduction.

We should strengthen cooperation within the framework of the AIIB, support its sustained and sound operation, and provide more high-quality, low-cost and sustainable infrastructure financing to developing countries. Editor/Xu Shengpeng
