Carbon neutrality and carbon peaking are important goals of China's medium - and long-term development. On November 29, 2022, the National Development and Reform Commission (NDRC) issued an article entitled "Action on Green and Low-carbon Energy Transformation has achieved remarkable Results -- Progress of" Ten Actions to Achieve Carbon Peak "(I)".
The development and utilization of non-fossil energy sources was accelerated, and new energy sources maintained rapid growth. We have formulated and implemented plans for the layout of large-scale wind power and photovoltaic bases focusing on deserts, Gobi and desert areas, with a total planned scale of about 450 million kW. At present, the construction of the first batch of 95 million kW base projects has all begun. We have issued a list of the second batch of projects, accelerated the preliminary work, and organized and planned the third batch of base projects. The county has steadily promoted the pilot project of rooftop distributed photovoltaic development. By the end of June 2022, the total registered scale of the pilot project had reached 66.15 million kW. Orderly progress will be made in the construction of offshore wind power bases in the Shandong Peninsula, the Yangtze River Delta, southern Fujian, eastern Guangdong and the Beibu Gulf. Since 2020, the newly installed capacity of wind and solar power generation has exceeded 100 million kW for two consecutive years, accounting for about 60% of the total installed power generation capacity.
Steady progress has been made in the construction of a new type of power system, and the ability to allocate power resources across provinces and regions has been steadily enhanced. It has built and put into operation the Yazhong-Jiangxi, Shaanxi-Wuhan, Baihetan - Jiangsu UHV Direct current transmission channels, accelerated the construction of the Baihetan - Zhejiang, Min-Guangdong Networking direct current projects, and the Nanyang - Jingmen-Changsha, Zhumadian - Wuhan UHV communication projects, and actively promoted the "three intersection and nine direct" inter-provincial transmission channels. We will coordinate efforts to connect the first batch of large-scale wind power photovoltaic base projects to the power grid. By the end of 2021, China's west-to-east power transmission capacity will reach 290 million kilowatts, an increase of 20 million kilowatts over the end of 2020. Editor/Xu Shengpeng
