On December 6, 2022, the public resources trading service platform of Hebei Province released the announcement of the bid winning candidates for the construction of the main project of the first phase of the Suning Interchange Huanghua Port Section of Qugang Expressway from Suning to Jingtai Expressway. The project is divided into six bid sections, which were won by six central construction enterprises, including CCCC Third Highway Engineering Bureau and China Railway 20th Bureau Group, with the bid winning price of about 4.22 billion yuan.

Project construction site: Suning County, Hejian City, Xianxian County and Qingxian County, Cangzhou, Hebei Province.

Construction scale: The project starts from Hujiaying hub interchange of Qugang Expressway in the northwest of Nanwang Village, Shisu Town, Suning County, Cangzhou City, connects with Baoding section of Qugang Expressway, and ends at the intersection of Maxinzhuang Village, Xinxing Town, Qingxian County, Cangzhou City, and Beijing Taizhou Expressway (hub interchange), with east extension conditions reserved. The total length of the route is about 96.46km. There are 1 super large bridge, 2 major bridges, 19 separated interchanges, 8 hub interchanges, 2 service areas, 1 parking area, 2 maintenance work areas, 5 toll stations and 1 management sub center along the line.

The project adopts the standard construction of two-way four lane expressway, with a design speed of 120km/h and a subgrade width of 27m. The design load level of bridges and culverts is Highway-I, and other technical indicators are subject to the Technical Standards for Highway Engineering (JTGB01-2014) issued by the Ministry. Planned construction period: the planned construction period of bid sections L2, L3, L5, L6 and L7 is 18 months, and the expected commencement date is November 2022; The planned construction period of Lot L4 is 16 months, and the expected commencement date is July 2023.
