The reservoir is mainly used for water storage, water supply, flood control and irrigation, which provides safety guarantees for local residents' field farming, and provides convenience for people to use better and safer water. The current largest water conservancy project in Hunan Province, the Mumutang Reservoir Project, will start in June 2020, with an investment of 10.3 billion yuan. It is one of the 172 major water conservancy projects that the country will build stepwise by 2020.
The designed irrigation area of the Dogutang Reservoir project is about 1.217 million mu, with an annual water diversion of 316 million m³. After the completion of the Dogutang Reservoir, it will direct the water from Zijiang in Shaoyang to the main channel through the pumping station, and then transport it to different places. At present, the pumping station is undergoing intensive geological survey work, and its specific location is determined on the east bank of Zijiang near Luoqing Village, Yuxiqiao Street, Daxiang District, Shaoyang City, near the edge of Baoqing Forest Park.

In addition to the irrigation area project, another part of Inutang is the reservoir hub project, which is located in the upper reaches of Shaoyang City, the main stream of Zishui. The dam axis is about 0.8km from the Guihua Bridge upstream and 1.3km from the Zijiang Second Bridge downstream. The normal water storage level of the reservoir is 215.0m, the total storage capacity is about 140 million m³, the total installed capacity of the power station is 30MW, and the annual power generation is 113 million KWh. From the west bank of the Zijiang River to the east bank, they are arranged in sequence: the west bank connects earth dams, ship locks, sluice gates, power station buildings, fish courses, the east bank connects earth dams, the total length of the dam roof is 664m, and the maximum dam height is 26.2m. The design flood standard for dams and water inlets is once in 50 years, the check flood standard is once in 100 years, and the design standard for cross-strait dykes is once in 50 years.
