On December 24, 2022, Vietnamese Minister of Transport Nguyen Van Thanh Gang issued Decision No. 1671 (1671/QD-BGTVT), regarding the completion ceremony of the Ganlu-Luoshan subproject and the second phase of the North-South Expressway (2021-2025) 12 sub-projects Guidance on the plan for holding the project commencement ceremony.

The Minister of Transport of Vietnam requested that the 12 sub-projects of the second phase of the North-South Expressway be completed on January 1, 2023 in Ha Tinh, Quang Binh, Quang Tri, Quang Ngai, Phu Yen, Binh Dinh, Khanh Hoa, Hou Nine provinces including Jiangxi Province and Ca Mau Province started construction at the same time. According to reports, 472.23 kilometers of the 721.2 kilometers of the main line have been handed over to the construction site of the second phase of the North-South Expressway in Vietnam, accounting for 65%. The trunk lines of the 12 subprojects have a total length of 723.7 kilometers, including Ha Tinh-Quang Tri (260.9 kilometers), Quang Ngai-Nha Trang (352.06 kilometers) and Can Tho-Ca Mau (110.9 kilometers).
