On December 27, 2020, the activity of centralized commencement of major industrial projects in Chongqing was held. In Tongliang District, 9 projects, including Haichen Energy Storage Southwest Intelligent Manufacturing Center and R&D Center, were started in a centralized manner. The total investment of the project is 17.6 billion yuan, and the investment is expected to be 8.6 billion yuan in 2023.

The nine key projects under centralized construction this time include Haichen Energy Storage Southwest Intelligent Manufacturing Center and R&D Center (Phase I), Sichuan Jinhuineng New Materials Co., Ltd. lithium ion battery cathode material production base, Emma Motor Project of Emma Technology (Chongqing) Co., Ltd., and Chongqing Minglida Technology Co., Ltd. magnesium aluminum alloy precision structure production project. It is estimated that the annual output value can reach 37.2 billion yuan after putting into operation. After the completion of the project, it will further optimize the industrial structure of Tongliang District, promote the development of industrial clusters, and inject new momentum into the high-quality development of Tongliang.

Among the projects started on the same day, Haichen Energy Storage Southwest Intelligent Manufacturing Center and R&D Center are major investment projects signed and settled in Tongliang, with a planned total investment of 13 billion yuan and a planned land area of 1200 mu. After the completion of the project, a new generation of lithium battery production line with an annual output of 50GWh energy storage batteries, 18GWh energy storage modules and 230 million m2 of new generation safety materials will be built.
