Third, actively strive for the supervision and incentive of the provincial government of cities with obvious results in the adjustment and transformation of the old industrial base in 2022.

Overview of Ninghuai High-speed Railway Project

We will do a good job in the preparation for the commencement of the Nanjing-Huaihe high-speed railway, the construction of the general airport project, and the preliminary work for the reconstruction and expansion of the Tianchang-South section of the Suyang-Yangzhou Expressway.

Anhui section of Ninghuai Railway: at present, the feasibility study report and preliminary design approval have been completed for Anhui section of Ninghuai Railway; The review of the preliminary design of the station building by the National Railway Group Appraisal Center has been completed and a formal report has been issued; The construction drawing consultation and other node tasks of civil engineering, four power and related projects have also been completed. At present, the application for approval of land use in advance is being carried out.

General airport: It has been approved by the relevant departments of civil aviation and air force, and officially signed the military-civilian framework cooperation agreement. It has been listed in the Nanjing Metropolitan Area Plan and the Anhui General Airport Layout Plan (2019-2035), and has been approved by the Provincial Development and Reform Commission. The commencement ceremony will be held on December 31, 2022.

The Nanjing-Huaihe Intercity Railway crosses Jiangsu and Anhui provinces. The line starts from the Huai'an East Station in Huai'an City, Jiangsu Province from north to south, crosses the Beijing-Hangzhou Grand Canal, passes through Jinhu County, Jiangsu Province, Tianchang City, Anhui Province, and Liuhe District, Nanjing City, Jiangsu Province, and leads to the Shanghai-Nanjing-Hefei High-speed Railway Nanjing North Station under construction. The new line is about 179 kilometers long, of which the Jiangsu section is about 134 kilometers long, the Anhui section is about 45 kilometers long, and the design speed is 350 kilometers per hour.

There are 6 stations in the whole line, including Huai'an East, Hongze, Jinhu, Tianchang, Liuhe West and Nanjing North. Among them, Hongze, Jinhu, Tianchang, Liuhe West and Nanjing North are new stations. The total investment of the project is about 33.4 billion yuan, and the construction period is expected to be 4 years.

The Nanjing-Huaihe Intercity Railway has built a fast channel between the provincial capital city of Nanjing and Huai'an, Lianyungang and Yancheng. The direct transportation between Nanjing and Huai'an can be realized within one hour, and the "shortest route" between Lianyungang and Yancheng and Nanjing will also be realized.

After the project is completed and put into operation, it will further improve the layout of the intercity rail transit network in Jiangsu Province, which is of great significance for facilitating the travel of people along the line, promoting the economic and social development of the Nanjing metropolitan area and the Jiangsu and Anhui regions along the line, and helping the high-quality integrated development of the Yangtze River Delta.

Do a good job in economic operation

First, we will make every effort to win the annual closing battle. We strengthened the connection of statistical data submission, and the growth rate of major economic indicators such as GDP, fixed asset investment, and scale industry continued to remain at the forefront of Chuzhou. In the first three quarters, the city's GDP reached 52.05 billion yuan, up 7.0% year on year, 3.7 and 1.7 percentage points higher than that of the province and Chuzhou respectively. It is estimated that the annual GDP will reach 70.5 billion yuan, up about 9% year on year.

Second, actively plan for a good start in the first quarter. While doing a good job in the analysis of the expected objectives, we drafted and issued the "Implementation Plan of Tianchang City to Promote the Start, Combat the Economy and Ensure the Three Stability", which is based on five major actions and 20 measures to deepen the economic stability and improve the quality, and ensure a good start and a good step.

Policy support

Broaden the investment and financing channels for rural revitalization, and actively strive for special bonds and policy-based development financial instruments.

In terms of special bonds, we will sort out and approve investment projects that are in line with policies and have obvious benefits around the key support areas determined by the state and the province. In 2023, Tianchang City will invest 18.01 billion yuan and demand 4.906 billion yuan in 19 projects including rural revitalization and improvement of living environment in Tianchang City through national feedback.

Reserve 12 policy-oriented development financial instrument projects, including Tianchang Rural Revitalization and Innovation Demonstration Park, Gaoyou Lake Scenic Belt, Phase IV of Industrial School, and Phase I of Chengdong District Industrial Upgrading Demonstration Park, with a total investment of 8.665 billion yuan, which is currently accelerating the preliminary work.Editor/Ma Xue
