Overall objective

The overall goal put forward in the "Plan" is to build a modern comprehensive transportation system that is convenient, smooth, economical, efficient, green, intensive, intelligent, advanced, safe and reliable by 2027, and basically achieve a one-hour commute in the Hangzhou metropolitan area and a 2-hour commute from Hangzhou to major cities in the Yangtze River Delta. Accessible within one hour, coverage from Hangzhou to major cities in the country within 3 hours, strive to build a model city in Hangzhou that satisfies the people's traffic, and accelerate the construction of a model city with a strong transportation power; by 2035, a comprehensive three-dimensional structure that connects the world, reaches the whole country, integrates regions, integrates cities, and coordinates urban and rural areas will basically be formed The transportation network, travel quality and travel experience have reached the world's advanced level, and an international comprehensive transportation hub city has basically been built.

Development focus

The development focus pointed out in the "Plan" is to focus on the five indicators of an international comprehensive transportation hub city. From the five aspects of international connectivity, regional radiation, resource allocation, integration and symbiosis, and operation services, it is proposed to enhance the dual-cycle capabilities of sea, land and air multi-dimensional links, Key development paths such as giving full play to Hangzhou's role as a transportation hub in the Yangtze River Delta, building a globally influential logistics supply chain organization center, creating a new highland for the world's leading innovative service hub, and establishing a Hangzhou model for high-quality transportation development.

At the same time, focusing on the key sectors of the city's comprehensive transportation development in the next few years, the "Plan" proposes eight landmark projects for Hangzhou to build an international comprehensive transportation hub city.

First-class international aviation hub project

Improve the energy level of the Hangzhou Xiaoshan Airport hub, improve the airport support capability and operational efficiency, improve the supporting infrastructure for cargo and mail, and promote the construction of the third runway. Build a high-quality route network, open routes to Central and Eastern Europe, expand routes to North America and Africa, and strive to have more than 70 destinations in international regions, and build a 72-hour air cargo backbone network.

Improve the collection and distribution level of the airport, and promote the construction of major projects such as the high-speed railway airport line, Hangzhou-Shaoxing-Ningbo Expressway, and Airport East Road. Promote the second phase of the third phase project of Xiaoshan Airport (including the east departure tunnel), the construction of the northeast airside tunnel project of Xiaoshan Airport, and study and promote the east-west passage project of Xiaoshan Airport.

By 2027, the passenger throughput of Xiaoshan Airport will exceed 50 million person-times per year, the cargo and mail throughput will exceed 1.5 million tons per year, and the collection and distribution system of the airport will reach international standards.

Rail transit multi-network integration project

Promote the expansion and upgrading of railways, accelerate the implementation of the layout of one-axis and two-wing railway hubs, complete the second phase of the Hangzhou-Wenzhou Railway, the Hangzhou-Quzhou Railway, and the Jinjian Railway, promote the construction of the Shanghai-Chak-Hangzhou Railway, and plan and study projects such as the Hangzhou-Linji Railway. The fourth phase of urban rail transit has been basically completed, and the construction mileage of the Hangzhou section is 147.9 kilometers. Coordinate the development of urban railways, speed up the construction of Hangde urban railways, promote the construction of urban railway projects such as the extension of the Hanghai Line, Xiasha to Chang'an, and strengthen the planning of urban railway projects such as Hangzhou and Zhuhai.

By 2027, a multi-network integrated rail transit system will be initially constructed to fully support the spatial pattern of Hangzhou's new megacity.

World-class inland waterway engineering

Through the thousand-ton waterway, improve the three-level waterway regulation of the Qiantang River and the Hangzhou-Ningbo Canal, build a Y-shaped inland river main skeleton waterway to the thousand-ton waterway, and the mileage of high-level waterways reaches 477.6 kilometers. The Qiantang River and the Hangzhou-Ningbo Canal are part of the National Zhejiang-Jiangxi-Guangdong Canal and the main artery of water transportation in Hangzhou. The two projects have newly rebuilt 197 kilometers of third-class waterways.

Promote the integrated development of ports, industries and cities, and build a number of modern ports such as Xiasha Port, Linpu Port, Linjiang Port, and Smart Port. Create poetry and painting water transportation, improve the landscape function of the waterway and tourism service facilities, create a beautiful waterway of 510 kilometers, accelerate the implementation of water tourism facilities such as Qinwang Water Passenger Transport Center, and build a multi-level network of inland waterway passenger transport routes.

By 2027, a modern inland water transport system will be basically completed.

Skeleton road network upgrading project

Increase expressway transportation capacity, promote the construction of the 165-kilometer-long Hangzhou-Chunkai Expressway Hangzhou section and the 104.5-kilometer-long Hewen Expressway Hangzhou section, and start the three-dimensional and rapid transformation and expansion of the Hangzhou Ring Expressway in sections. The central ring of the Hangzhou metropolitan area is basically completed, with a planned total length of about 264 kilometers, of which the total length of the Hangzhou section is about 214.1 kilometers. Optimize the layout of the express road network, and complete projects such as Tianmushan Road, Wenyi Road, Tongcheng Avenue, Toupeng Expressway, etc. The expressway mileage reaches 600 kilometers.

By 2027, a three-ring, eight-horizontal, five-vertical, and thirteen-radius skeleton road network system will be basically completed, and the proportion of township streets connected to expressways and urban expressways will be further increased.

Urban and rural road network reinforcement project

Improve the quality of ordinary national and provincial roads, increase the proportion of ordinary national and provincial roads above grade two, and improve the quality of facilities and the ability to resist risks. Increase the density of urban road networks, systematically promote the renewal of urban roads in urban commercial and residential areas, and improve the level of road blocks. The density of road networks in the central urban area will reach 8 kilometers per square kilometer. Improve the construction of four good rural roads, newly rebuild 1,182 kilometers of rural roads, and implement maintenance projects for 4,058 kilometers.

By 2027, build an urban and rural ordinary road network system supported by national and provincial arterial roads, urban primary and secondary arterial roads, and based on rural roads and branch roads, and basically realize the integrated development of urban and urban-rural transportation.

Hub Supplementary Chain Strengthening Project

Improve the layout of passenger transport hubs, give full play to the functions of large comprehensive transportation hubs such as Hangzhou East Railway Station, Hangzhou West Railway Station, and Hangzhou South Railway Station, strengthen Hangzhou City Station, build Qiantang Hub, and improve the distribution hub system. To build an international freight hub, build a multi-level freight hub system centered on the air-road-rail combined transport hub of Xiaoshan International Airport and the Xiaoshan Bailutang railway-road-water combined transport hub, and coordinated and balanced by the whole city. Promote the improvement of quality, efficiency and cost reduction of freight logistics, and continuously improve the modern logistics operation system of channels + hubs + networks.

By 2027, a multi-level passenger and cargo hub system will be basically established, and the passenger and cargo travel structure will be fully optimized.

Smart Green Traffic Engineering

Accelerate the construction of a digital transportation system, promote the intelligentization of transportation facilities and equipment, promote smart travel services, and deepen the use of multi-source and multi-dimensional data in key industries and fields. Promote the green and low-carbon development of transportation, improve the green level of transportation equipment, promote the adjustment of transportation structure and the improvement of organizational efficiency, optimize urban static traffic and slow traffic, and improve the ability of energy conservation and pollution control in the transportation field.

By 2027, realize smart transportation and green transportation to lead the national transportation industry.

Safe and Resilient Traffic Engineering

Improve the basic safety level of transportation facilities, and strengthen the monitoring, management and maintenance of facilities and equipment. Improve the safety governance system, implement the whole-process standardized management and full-staff responsibility system, and improve the whole-process closed-loop management system. Improve the resilience of the transportation system, build a multi-level comprehensive transportation emergency equipment and materials and capacity reserve system, improve the prevention and control mechanism and emergency plan for emergencies in the transportation field, and ensure the smooth flow of international and domestic logistics supply chains.
