Zhanjiang is located at the intersection of the three national-level strategies of the Guangdong-Hong Kong-Macao Greater Bay Area, the Hainan Free Trade Port, and the Western New Land-Sea Corridor. It is positioned as a national comprehensive transportation hub. The provincial party committee and the provincial government also strongly support Zhanjiang to speed up the construction of a provincial sub-central city. In order to actively respond to the promotion of the status of Zhanjiang City, and to respond to the new urban development strategy and the formulation of land and space planning, this planning revision work is carried out according to the work arrangement of the municipal government.

The planning scope of this project is consistent with the research scope of the land and space planning of Zhanjiang City, including the whole city of Zhanjiang City and the scope of key research urban areas.
