To build a trade and investment park with complementary resources, it is proposed to build a raw material distribution center and production and processing base, build a Sino-Philippine petrochemical industry cooperation center, build a live poultry import and poultry processing industrial base, build a modern agricultural industrial park, strengthen the park infrastructure and 6 tasks of key project construction and innovative investment methods.

To create an innovative and developed service trade platform, four tasks are proposed: building a cross-border e-commerce center, building a cold chain logistics center, building a digital trade center, and building an international route supply base.

Explore a new model of industrial cooperation centered on scientific and technological research and development, and propose three tasks: promoting the development of the medical and health industry, creating a green and low-carbon energy petrochemical industry, and actively building an industry-industry cooperation platform.

To build a new highland for cooperation in the service industry, three tasks were proposed: promoting the integrated development of the cultural and tourism industry, strengthening cooperation in the education, medical and nursing industries, and developing international training service business.
