In recent years, offshore wind power has gradually become one of the directions of clean energy development. After more than ten years of energy storage, by the end of 2022, China's offshore wind power has accumulated 30.46 million kilowatts of grid-connected installed capacity. From the perspective of development layout, Liaoning, Jiangsu, Zhejiang, Fujian, Guangdong and other provinces have reached the installed capacity of million kilowatts.
Mature industrial chain
With the rapid growth of installed capacity, China's offshore wind power development has also made certain achievements in terms of management system, cost, industrial development and technological breakthroughs.
The policy management system has been gradually improved, the construction cost of the project has declined significantly, the coordinated development of the industrial chain has accelerated, and the offshore wind power technology continues to break through. At present, China has established a mature industrial chain of survey and design, complete machine manufacturing, foundation construction, wind turbine hoisting, professional operation and maintenance.
Increase innovation
China has rich offshore wind energy resources and great development potential, and is close to the power load center. During the Fourteenth Five-Year Plan period, due to the multiple impacts of the decline in the scale of reserve projects, the tightening of ecological constraints and the increasing demand for other sea uses, the offshore wind power is insufficient in site resources, and the offshore wind power should move from the offshore to the deep sea.
However, at present, the cost of far-reaching offshore wind power is high, the sea conditions are complex, the construction and operation and maintenance management are difficult, and the challenge of ensuring the project income is still great. To this end, in order to accelerate the high-quality development of far-reaching offshore wind power, in addition to scientifically planning the development of far-reaching sea-based geographical distribution and promoting the innovation of relevant systems and mechanisms, it is also necessary to increase innovation in key technologies and investment, financing, construction and management models, and provide strong support for the future affordable access and sustainable development of far-reaching offshore wind power.
On the one hand, it is necessary to promote the development of offshore wind power bases and drive technological progress and industrial development through a series of innovative demonstration. First, strengthen the demonstration and development of floating offshore wind power, and promote breakthroughs and cost reduction in key technologies such as floating foundation and dynamic submarine cable. The second is to carry out offshore energy island demonstration and realize the comprehensive utilization of marine space resources. Third, promote the demonstration of integrated development of offshore wind power and offshore oil and gas fields, and realize the coordinated and integrated development of offshore traditional energy and new energy.
On the other hand, we need to strengthen international exchanges and cooperation around offshore wind power development. At present, European offshore wind power has developed to the deep and distant sea region, and its offshore wind power technology and engineering development experience are worth learning from; At the same time, actively promote the domestic offshore wind power industry, academia and foreign counterparts to strengthen exchanges and cooperation, jointly promote technological progress and industrial upgrading, and further promote the development and construction of offshore wind power.
Today, the scale of the global offshore wind power industry is developing rapidly, and many European countries have accelerated the pace of new energy transformation. While significantly improving the target of offshore wind power installation, they also accelerate the project layout. At the same time, the technological progress of offshore wind power has reduced the construction cost and opened up the market growth space. With the gradual development of offshore wind power towards large-scale and far-reaching development, the supporting foundation of the unit has also changed from fixed to floating.
In the future, the application of new technologies such as hydrogen production from offshore wind power and combined power generation with other energy forms or energy storage will provide opportunities for industrial development. Offshore wind power will also combine with new economic models such as marine ranching and seawater hydrogen production to realize the comprehensive development and utilization of marine economy.
