On February 15, 2023, the reporter from Daodao.com learned from CEEC that CEEC planned to raise no more than 15 billion yuan in additional funds, and invested in the following projects: China Energy Construction Hami Photovoltaic (Thermal) Storage Multi-energy Complementary Integrated Green Power Demonstration Project, Gansu Qingyang East Digital West Computing Network Load Storage Integrated Smart Zero Carbon Big Data Industrial Park Demonstration Project, China Energy Construction Group Zhejiang Thermal Power Construction Co., Ltd. Photothermal+Photovoltaic Integration Project Hubei Yingcheng 300MW compressed air energy storage power station demonstration project and Uzbekistan Stanbash and Zamkerdi wind power projects, and supplement working capital.

This project involves many new energy power generation projects, including photovoltaic and wind power.

Hami Photothermal Storage Green Power Project

It is understood that China Energy Construction Hami Light (Heat) Storage Multi-energy Complementary and Integrated Green Power Demonstration Project is located in the northeast of Santanghu Town, Balikun Kazakh Autonomous County, Hami City, Xinjiang Uygur Autonomous Region, with a total installed capacity of 1500MW, including 1350MW of PV and 150MW of thermal storage type, which is developed and constructed in accordance with the integrated mode of light and heat+PV. According to the project schedule, the project is expected to be completed and put into operation before December 30, 2025. The total investment of the project is 8.082 billion yuan, and it is planned to use 3 billion yuan of raised funds.

Zhejiang Photothermal+Photovoltaic Integration Project

The site of the Photothermal+Photovoltaic Integration Project of China Energy Construction Group Zhejiang Thermal Power Construction Co., Ltd. is also located in Xinjiang, in Qiketai Town, Shanshan County, Turpan City, Xinjiang Uygur Autonomous Region, about 65km from the southwest of Shanshan County, Turpan City. The total planned installed capacity of the project is 1GW, including 900MW photovoltaic power generation project and 100MW solar thermal power generation and energy storage project. The project is expected to be completed and put into operation before June 30, 2025. The total investment of the project is 6.112 billion yuan, and it is planned to use 3 billion yuan of raised funds.

Xinjiang has excellent conditions for new energy development

CEEC said that under the background of the country's efforts to promote the realization of the dual-carbon goal and encourage the development of the integration of scenery, water and fire storage and the integration of source, network, load and storage projects, the integrated development of scenery, water and fire storage has become the mainstream of the development of new energy bases. In March 2022, the Development and Reform Commission of the Xinjiang Autonomous Region issued the Operational Guidelines for Serving and Promoting the Construction of Large Wind Power and Photovoltaic Power Bases in the Autonomous Region, which defined seven ways to promote the construction of large wind power and photovoltaic power bases using the desert, Gobi and desert layout. In terms of supporting energy storage promotion path, it is proposed to encourage photovoltaic and thermal storage photothermal power generation to be configured at 9:1 scale.

Xinjiang is one of the three bases and one channel (national large oil and gas production, processing and storage base, large coal, electricity and coal chemical base, large wind power base and national land channel of energy resources) that the central government has clearly accelerated the construction, and is also one of the regions with the most abundant new energy resources in China. The reserves of wind and light resources are among the top in the country, and it has the first and first conditions to carry out the construction of a new energy base with wind and solar energy storage and multi-energy complementation, In the future, China will assume important responsibilities and play a leading role in ensuring energy supply and adjusting the energy consumption structure.

Uzbekistan Wind Power Project

In terms of investment in overseas new energy power generation projects, the owners of wind power projects in Uzbekistan and Zamkerdi are ACWA POWER BASH WINDLC and ACWA POWER DZHANKELDY WIND LLC. The project is an IPP project developed by the Owner through negotiation with the Ministry of Foreign Investment and the Ministry of Energy of Uzbekistan. The total installed capacity of the project is 1GW, and the project mainly includes 158 6.5MW wind turbines, two 33kv/500kv booster stations and two 500kv overhead lines with a total length of about 290.5km.

It is understood that CEEC has signed the EPC Contract with the project owner. The total amount of the project contract is US $997 million, and the estimated gross profit rate is 7.09%. It is proposed to use the raised investment fund of 2.5 billion yuan.

CEEC said that with the continuous development of Uzbekistan's economy in recent years, its domestic demand for electricity has been increasing. The load growth level of the national power system in Uzbekistan is far higher than expected, and the domestic power supply is tight and mainly thermal power. After the completion of the project, about 3.5 billion kilowatt-hours of electricity will be generated annually, which will significantly improve the current situation of local power shortage. Meanwhile, the project is a large onshore wind power EPC project signed by CEEC in Uzbekistan, which will further establish CEEC's leading position as a new energy contractor in Uzbekistan and Central Asia.

New infrastructure+energy storage project

In addition to a number of new energy power generation projects, this CEEC raised 15 billion yuan, which is also intended to be used for the construction of the demonstration project of Gansu Qingyang East Digital West Computing Source Network Load and Storage Integrated Smart Zero Carbon Big Data Industrial Park, including data center engineering, integrated computing resource management service platform and green computing hub smart operation platform. The total investment of the project is 4.181 billion yuan, and it is planned to use 1.5 billion yuan of raised funds.

In addition, Hubei Yingcheng 300MW compressed air energy storage power station demonstration project, one of the projects invested with raised funds, is to build a large-capacity compressed air energy storage power station in Yingcheng area with large-capacity salt caves. By using the surplus power compressor when the power grid is at low load, it can absorb surplus power when the power system is at low load, and feed power to the power grid at peak load, which increases the peak-shaving capacity of the power grid and plays the role of peak shaving and valley filling, It can also give full play to the advantages of fast startup and shutdown of units, alleviate the difficulties of peak load regulation of the power grid, and promote the economic operation of the power system. It is one of the key technologies to support the new power system based on new energy and the dual-carbon goal. The total investment of the project is 1.837 billion yuan, and it is planned to use 500 million yuan of raised funds.

CEEC also plans to use the raised funds of this issue to supplement the working capital, to enrich the capital strength and reduce the capital cost and operational risk.Editor/Ma Xue
