On February 25, 2023, the green transformation development project of Sinopec Shijiazhuang Refining and Chemical Company officially started construction in the Shijiazhuang Circular Chemical Industry Park in Hebei. According to reports, this project is the largest investment project of Sinopec in Hebei in the past five years, and it is also the project that has been implemented the fastest among the more than ten refining and chemical projects that Sinopec has deployed in China in recent years.

As one of the important refining and chemical enterprises under Sinopec, Sinopec Shijiazhuang Refining and Chemical Company has 28 sets of refining production units and 11 sets of chemical production units. The current crude oil processing capacity is 8 million tons/year, and the production capacity of caprolactam is 200,000 tons/year. , The products cover more than 30 varieties and grades such as gasoline, coal and diesel.

Focusing on the adjustment of oil conversion structure, the green transformation development project of Shijiazhuang Refining and Chemical Branch plans to build a new 3 million tons/year catalytic cracking integrated unit, 700,000 tons/year pyrolysis gasoline hydrogenation, 450,000 tons/year toluene disproportionation, 100,000 tons 12 sets of production equipment such as epichlorohydrin per year. At the same time, the project will transform the existing jet fuel hydrogenation, light hydrocarbon recovery devices and public works auxiliary facilities. The project will use Sinopec's advanced independent research and development technology to produce green high-end new materials such as polyolefin, epichlorohydrin and isononyl alcohol.

According to reports, the project only took more than 10 months from confirmation to start of construction, and all local affairs were completed in 4 months, creating a new model of win-win cooperation between central and local governments. After the project is put into operation, it will increase the annual output value by 15 billion yuan and drive downstream investment of more than 50 billion yuan, which is of great strategic significance for Shijiazhuang to build a domestic advanced chemical new material manufacturing highland.
