Recently, Xinjiang Heavy Energy Power Development Co., Ltd. launched a public bidding for the feasibility study consulting service of its 4.1 million kilowatt new energy project from Xinjiang Power to Chongqing and Hami, marking the start of the 10.2GW new energy project supporting Xinjiang Power to Chongqing.

Brief introduction of Xinjiang Electric Power to Chongqing and its supporting projects

In April 2022, the National Energy Administration officially approved the supporting power supply scheme of "Xinjiang Power into Chongqing". It is reported that the total investment involved in the "Xinjiang Power to Chongqing" project is about 100 billion yuan, following the "trinity" principle, and the supporting project includes three parts:

(1) Coal power project: 4 million kilowatts, with Huadian Xinjiang Power Generation Company and Chongqing Energy Group responsible for 2 million kilowatts respectively;

(2) New energy projects: wind power, photovoltaic power generation and solar thermal power generation are 7 million kilowatts, 3 million kilowatts and 200000 kilowatts respectively.

(3) Hami-Chongqing ± 800 kV UHV DC transmission project construction: the State Grid is responsible for the investment.

Supporting power supply project

The supporting coal power and new energy from Xinjiang to Chongqing are 4 million kilowatts and 10.2 million kilowatts respectively; Among them, wind power, photovoltaic power and solar thermal power are 7 million kilowatts, 3 million kilowatts and 200000 kilowatts respectively.

(1) Coal and electricity

On September 7, 2022, the Development and Reform Commission of Xinjiang Uygur Autonomous Region approved and approved the supporting coal power project of Xinjiang Power to Chongqing Project, which will be constructed by Huadian Xinjiang Power Generation Company and Chongqing Energy Group respectively. As an important part of the "Xinjiang Power to Chongqing" project, the above project is planned to be completed and put into operation by the end of 2024.

In September 2022, Huadian completed the feasibility study bidding of 2 million thermal power projects

(2) New energy projects

The 10.2 million kilowatt wind, light and other new energy projects that Xinjiang Electric Power entered Chongqing are also speeding up the preliminary work, involving a total investment of about 60 billion yuan. It is planned to complete the feasibility study in March 2023 and obtain the approval in June, and will be completed and put into operation simultaneously with the supporting coal power.

On February 27, 2023, Xinjiang Heavy Energy Power Development Co., Ltd. conducted a public bidding for the feasibility study consulting service of its 4.1 million kilowatt new energy project from Xinjiang Power to Chongqing Hami.

The construction scale of this bidding project is 4.1 million kilowatts of new energy, including 2.8 million kilowatts of wind power, 1.2 million kilowatts of photovoltaic power, 100000 kilowatts of solar heat, and 400000 kilowatts/80000 kilowatt-hours of temporary energy storage.

Supporting UHV lines

Hami-Chongqing ± 800 kV UHV DC transmission line project (from Xinjiang to Chongqing) is an important part of the "three AC and nine DC" project of China's west-to-east power transmission project.

The UHV line starts from the Hami converter station in Xinjiang and ends at the Chongqing converter station. The total length of the line is about 2283 kilometers, and the commutation capacity is 8000 megawatts. It passes through Xinjiang Uygur Autonomous Region, Gansu Province, Shaanxi Province, Sichuan Province and Chongqing. The whole line is built in a bipolar manner, with an altitude of 100-3000 meters along the line. The total investment of the project is about 26 billion yuan, which will be developed and constructed by the State Grid Corporation of China. It is planned to be completed and put into operation by the end of 2024.

Chongqing is the only province and city with net energy input in southwest China, and its power security has been in a tight balance for a long time. Due to the limited resources in the city, the new power demand in the future must rely on external sources.

Xinjiang is an important comprehensive energy base in China. It is the three bases and one channel determined by the state. The reserves of coal, oil, solar energy, wind energy and other resources and the installed capacity of electricity are among the top in the country, with huge development potential. The implementation of the major project of "Xinjiang Power into Chongqing" can not only promote the efficient development and utilization of clean energy in Xinjiang, but also significantly alleviate the pressure of power shortage in Chongqing. It is of great strategic significance to optimize the allocation of national power resources, ensure national energy security, implement the goal of carbon peak and carbon neutrality, and promote regional coordinated development.

It is reported that in the early stage of the 13th Five-Year Plan, the Xinjiang and Chongqing Development and Reform Commission and the Energy Bureau launched the preliminary work demonstration of the project of Xinjiang Electric Power into Chongqing, laying the foundation for the project to be included in the national plan. In 2019, the municipal governments of the two regions of Xinjiang and Chongqing signed a cooperation agreement to jointly determine the promotion of the project of Xinjiang power into Chongqing. In 2021, with the joint efforts of both parties, the Xinjiang Power Supply to Chongqing Project will be included in the outline of the National Fourteenth Five-Year Plan as a key energy project.

Scope: This bidding project is divided into 1 bid section, and this bidding is for (001) Xinjiang Heavy Energy Hami 4.1 million KW new energy project feasibility study consulting services.

Main qualification requirements of the Tenderer:

1. The Tenderer has comprehensive Grade A qualification for engineering design;

2. The bidder has Grade A qualification for engineering survey, geotechnical engineering survey, hydrogeological survey or comprehensive engineering survey;

3. Financial requirements: the Tenderer shall have a sound financial accounting system and provide financial reports audited by an accounting firm or audit institution in 2019, 2020 and 2021 in the past three years;

4. Performance requirements: from January 1, 2018 to the deadline for submission of bids, the bidder has the feasibility study or preliminary design or survey and design or EPC performance of a wind power project with a total installed capacity of 400000 KW and above and a photovoltaic project with a total installed capacity of 100000 KW and above in the past five years, subject to the date of signing the contract (the bidder can only count the enterprise performance once for completing the multi-stage performance of the same project).

5. Qualification requirements of technical director:

The technical director proposed by the bidder has the title of senior engineer, and in the past five years, from January 1, 2018 to the deadline for bid submission, the contract signing time of feasibility study or preliminary design or construction drawing design or survey and design or EPC general contract shall prevail, Served as the technical director in the feasibility study or preliminary design, survey and design or EPC general contracting project of a wind power project with a total installed capacity of 400000 KW and above and a photovoltaic project with a total installed capacity of 100000 KW and above (the same person in charge completes the feasibility study, design of construction drawings, survey and design, and EPC general contracting of the same project, and only one individual performance can be counted in case of multi-phase performance). The bidder must provide the certificate of appointment of the technical director, the performance contract (at least including the key page showing the main information of the contract such as the service content on the first page of the contract, the signing time of the contract, and the price part can be hidden), the color scanning copy and other supporting documents, and the project name indicated in the letter of appointment must be consistent with the name of the performance contract provided. When calculating the performance of the technical director, Their performance as technical director or project director or the overall performance of the company can be mutually recognized;

Consortium bidding is not allowed for this project.
