Recently, the Development and Reform Commission of the Ningxia Hui Autonomous Region issued the implementation plan for reaching the carbon peak in the energy field of the Ningxia Hui Autonomous Region. The plan pointed out that the role of cross-provincial and cross-regional transmission channels in optimizing the allocation of resources on a large scale, tapping the local absorption capacity, and building a number of mega-kilowatt wind power photovoltaic bases mainly relying on deserts, Gobi, desert, coal mining subsidence areas, etc.

Overall objectives

During the 14th Five-Year Plan period, the energy production and consumption structure of the whole region was more optimized, the coal consumption growth was strictly and reasonably controlled, the energy utilization efficiency of key industries was continuously improved, the planning and construction of new energy systems were accelerated, new progress was made in the research and development and demonstration of green and low-carbon technologies, and the level of green and low-carbon energy development was significantly improved. By 2025, the installed capacity of new energy power generation in the region will exceed 50 million kilowatts and strive to reach 55 million kilowatts. The installed capacity of green energy power generation and the proportion of power generation will reach 55% and 30% respectively. The proportion of electricity consumption of non-water renewable energy will increase to more than 28%, the proportion of electricity consumption in terminal energy will reach about 25%, and the proportion of non-fossil energy consumption will reach about 15%, laying a solid foundation for achieving carbon peak and carbon neutrality.

During the Tenth Five-Year Plan period, a clean, low-carbon, safe and efficient modern energy system was initially established, the coal consumption in the region was gradually reduced, the energy utilization efficiency of key energy-consuming industries reached the international advanced level, and the energy consumption per unit of GDP decreased significantly. By 2030, the installed capacity of new energy power generation will reach 74.5 million kilowatts, the share of non-water renewable energy power consumption will increase to more than 35.2%, the share of electric energy in terminal energy consumption will reach about 30%, and the share of non-fossil energy consumption will reach about 20%, which will help the autonomous region achieve its carbon peak goal as scheduled.

During the 16th Five-Year Plan period, the installed proportion of renewable energy continued to increase, and the clean, low-carbon, safe and efficient energy system became more mature. By 2035, the proportion of non-fossil energy consumption will reach about 30%, and the carbon dioxide emissions will fall steadily after reaching the peak.

Promote the development of hydrogen energy production, transportation and storage

Accelerate the process of industrialization, scale and commercialization of hydrogen energy, promote the innovative development mode of integration of hydrogen energy production and renewable energy power generation, and the coupling of hydrogen energy utilization and coal chemical industry, build a green hydrogen scale production base based on the Ningdong Photovoltaic Industrial Park, carry out the demonstration of renewable energy hydrogen production coupling coal chemical industry, and realize the clean substitution of green hydrogen for raw materials. Accelerate the application of hydrogen energy in transportation, promote the demonstration application of hydrogen fuel cell vehicles in logistics and transportation, public transportation, municipal sanitation and other fields, carry out the demonstration of replacement of hydrogen fuel cell heavy trucks in Ningdong Base, and support Yinchuan to take the lead in opening and operating hydrogen fuel cell bus lines. We will optimize the layout of infrastructure such as hydrogen preparation, storage, transportation and filling, carry out hydrogen blending pilot projects for natural gas, support enterprises with oil or hydrogen production conditions, and complement each other's advantages to jointly build hydrogenation/refueling, hydrogenation/charging and other joint stations. By 2025, the production scale of green hydrogen will reach 80000 tons/year, and strive to build 10 hydrogen stations with a daily hydrogenation capacity of 500 kg or more; By 2030, the production scale of green hydrogen will reach 300000 tons/year.

Promote the construction of large-scale scenic base

Focusing on deserts, Gobi and desertified areas, we will build and reserve a number of large-scale wind power photovoltaic new energy base projects: during the "Fourteenth Five-Year Plan", we will build a new energy export base of "Ningdian into Hunan" with a capacity of 10 million kilowatts, and build 9 million kilowatt photovoltaic projects and 4 million kilowatt wind power projects around Shapotou District, Hongsibao District, Haiyuan County and other counties (districts); Build a photovoltaic base project in the coal mining subsidence area, and increase the proportion of Yindong and Lingshao DC new energy.

Accelerate the construction of distributed photovoltaic and distributed wind power. Take the opportunity of the national and autonomous region's whole county (district, city) rooftop distributed photovoltaic pilot project to promote the large-scale development of the whole county, township and village distributed photovoltaic, and actively promote the development and utilization of industrial parks, commercial complexes, public buildings and other rooftop distributed photovoltaic. Deeply implement the rural revitalization strategy, actively carry out the "photovoltaic+" comprehensive utilization of agricultural and photovoltaic complementation, fishing and photovoltaic complementation, and photovoltaic desertification control, and develop distributed photovoltaic by using the roofs of agricultural houses, courtyard hollows, wasteland, saline-alkali land, etc. Fully explore and scientifically evaluate the access and consumption capacity of the distribution network and the potential of wind energy resources, encourage the development of distributed wind power around the industrial park with suitable wind energy resources and close to the load center, and realize the balanced adjustment and consumption of the generated power in the distribution system.

Carry out the pilot project of "replacing the small with the large" renovation of old wind farms. For the old wind farms in Helan Mountain, Taiyangshan, Xiangshan and other regions that have a long time of grid-connected operation, a single unit capacity of 1.5 megawatts or less, low utilization hours for many years in a row, and potential safety hazards, we will carry out the renovation demonstration of old wind turbines, and promote the quality and efficiency improvement and circular development of the wind power industry.

Build Ningdong renewable energy hydrogen production coupling coal chemical industry zone. Build a large-scale production base of green hydrogen, effectively integrate wind power, photovoltaic power generation, low-valley power, etc., vigorously develop renewable energy electrolytic water to produce hydrogen, promote projects such as green hydrogen coupling coal-to-oil, coal-to-olefin, coal-to-glycol, coal-based polygeneration, and promote the conversion of gray hydrogen to green, hydrogen for coal, and green hydrogen for carbon removal.

Construction of new power system

Guided by marketization, scientifically and reasonably select economically and technologically feasible routes, and accelerate the construction of pumped storage and new energy storage. Accelerate the construction of Qingtongxia Pumped Storage Power Station, strive to be completed and put into operation at the beginning of the Tenth Five-Year Plan, and actively carry out the preliminary work of Qingtongxia Phase II, Zhongning and other pumped storage power station projects. Orderly expand the commercial application of energy storage at power supply side, power grid side and user side. Support the application of various energy storage methods such as electricity storage, heat storage, hydrogen generation to promote the consumption of new energy, focus on cultivating and expanding the application market of energy storage in the field of new energy, build a certain proportion of energy storage for new wind power photovoltaic projects in principle, encourage the reasonable allocation of energy storage for completed projects, achieve smooth output fluctuations and improve the consumption level. We will explore the pilot of hydrogen energy storage and peak-shaving power generation.

Strengthen multi-energy complementation and source-network-load-storage whole-network coordination, build a number of source-network-load-storage integration and multi-energy complementation development demonstration projects, and optimize the dispatching of new energy power on the premise of ensuring grid security. Relying on the new and existing DC transmission channels, we will actively promote the multi-energy complementary project, build the integrated demonstration of wind, electricity and fire (storage), and improve the proportion of renewable energy energy delivered by the transmission channels. In combination with the new energy consumption, clean heating and other work, explore and carry out the municipal (county) level demonstration of the integration of load and storage of the source network and the demonstration of the green power supply park.

Build a grid hub for "power transmission from west to east". Accelerate the construction of ± 800 kV DC transmission channel from Ningxia to Hunan, carry out the preliminary work of the new energy transmission channel from Helan Mountain to the central and eastern regions, steadily improve the scale of clean energy transmission, and improve the inter-provincial mutual assistance and consumption capacity of new energy power. Centering on the planning and layout of the new energy base, optimize and improve the network structure of key areas such as Ningdong, Wuzhong and Zhongwei, build a batch of 750 and 330 kV transmission and transformation projects to meet the regional demand for new energy access and transmission, and reinforce and expand the important transmission sections and hub substations.Editor/Ma Xue
