On March 23, 2023, the Development and Reform Bureau of Yangchun City, Guangdong Province issued an announcement on publicly soliciting opinions from the public on the "14th Five-Year Plan for Energy Development in Yangchun City" (Draft for Comment).

The plan mentioned that all kinds of social entities are encouraged to invest in the construction of distributed photovoltaic power generation systems, actively promote a rooftop distributed photovoltaic power generation system, and promote the construction of photovoltaic building integration. Yangchun City actively guides qualified industrial parks, enterprises and individuals to carry out the construction of distributed photovoltaic power generation projects. Focus on supporting the integrated development of agriculture, forestry, and fishery, and build a demonstration zone for complementary fishery and photovoltaics and agriculture and photovoltaics.

It is planned that by 2025, the installed capacity of hydropower will be 256,950 kilowatts, the installed capacity of pumped storage will be 2.4 million kilowatts, the installed capacity of wind power will be 559,500 kilowatts, and the total installed capacity of photovoltaics will be 2.91 million kilowatts.

Photovoltaic project construction in agricultural and photovoltaic complementary demonstration zone

Earlier, the Guangdong Provincial People's Government issued a notice on the implementation plan of Guangdong's carbon peak. The notice proposed that by 2025, the proportion of non-fossil energy consumption should reach more than 32%. By 2030, the control level of energy consumption per unit of GDP and carbon dioxide emissions per unit of GDP will continue to be at the forefront of the country, and the proportion of non-fossil energy consumption will reach about 35%. Develop offshore wind power on a large scale, build two 10 million-kilowatt offshore wind power bases in eastern Guangdong and western Guangdong, and moderately develop onshore wind power in areas rich in wind energy resources. Actively develop distributed photovoltaic power generation, and build demonstration projects of centralized photovoltaic power plants according to local conditions. Develop biomass energy according to local conditions, and make overall plans for the development of waste incineration power generation, agricultural and forestry biomass power generation, and bio-natural gas projects.
