The Guangxi Offshore Wind Power Demonstration Project is the first offshore wind power project in Southwest China. It is divided into the Fangchenggang Offshore Wind Power Demonstration Project (1.8 million kilowatts) and the Qinzhou Offshore Wind Power Demonstration Project (0.9 million kilowatts). The Fangchenggang Offshore Wind Power Demonstration Project has a planned installed capacity of 1.8 million kilowatts and an estimated total investment of about 24.5 billion yuan. The Fangchenggang Offshore Wind Power Demonstration Project has an obvious role in stimulating investment, driving the offshore wind power industry to settle in Guangxi, forming a center centered on the manufacture of wind turbines, towers, and blades, supporting industries such as generators and gearboxes, marine ranching, seawater hydrogen production, and energy storage. and other extended industrial clusters for integrated development, and build a whole industrial chain integrating exploration and design, equipment manufacturing, scientific research and testing, construction operation and maintenance, breeding and tourism. In the next step, Guangxi will focus on the development of wind power and the construction of supporting industrial chains, and build two parks (offshore wind power equipment industrial park, wind power science and technology park), two clusters (offshore wind power equipment manufacturing cluster, offshore wind power equipment related industry cluster), three Center (operation and maintenance center, testing center, big data center) offshore wind power supporting industry layout, large-scale, intensive and sustainable development of offshore wind power resources, to create a 10-million-kilowatt offshore wind power base in the Beibu Gulf and a 100-billion-level offshore wind power industry cluster , to promote the high-quality development of Guangxi's Xianghai economy.

It is understood that as of 2022, China's offshore wind power grid-connected installed capacity will be about 30 million kilowatts, accounting for about 50% of the global market share, ranking first in the world. Guangxi Beibu Gulf has a coastline of 1,628 kilometers and is rich in wind energy resources. According to the national "14th Five-Year Renewable Energy Development Plan", focus on the construction of five major offshore wind power bases including Guangxi Beibu Gulf. At present, Guangxi has planned 9 offshore wind farm areas with a total planned installed capacity of 23.5 million kilowatts.
