Recently, the People's Government of Wulatqian Banner, Damao Banner, and Wulathou Banner in Inner Mongolia have signed agreements with Dongli Group, Tongwei Co., Ltd., and Huineng Coal Power Group for the construction of high-purity polycrystalline silicon, green substrate, and industrial silicon projects. The three projects total 350000 tons of polycrystalline silicon, 300000 tons of industrial silicon, and 300000 tons of green substrate, totaling 950000 tons.

Dongli Group's annual production of 200000 tons of high-purity polycrystalline silicon project

On May 8th, He Weihua, Secretary of Bayannur Municipal Party Committee, Feng Aixia, Executive Vice Mayor, Su Yalatu, Secretary of Urat Front Banner Flag Committee, Shi Wangqing, Executive Vice Banner Leader, and relevant department heads from the municipal government held a signing ceremony for Dongli Group's annual production of 200000 tons of high-purity polycrystalline silicon project in Wuhan. The person in charge of Jiangsu Guosheng Group was invited to participate.

It is understood that the construction site of the 200000 ton high-purity polycrystalline silicon project is located in the Wulatqian Banner Industrial Park in Bayannur City, Inner Mongolia Autonomous Region, with a total investment of 17 billion yuan. The planned construction period is from December 2023 to December 2025. At present, the project has been registered with the local Development and Reform Commission on April 28, 2023.

The project is divided into two phases, with each phase constructing a polycrystalline silicon production unit with an annual output of 100000 tons. The first phase constructs a polycrystalline silicon production unit with an annual output of 100000 tons, including trichlorosilane synthesis (including compression), hydrochloric acid desorption, cold hydrogenation (including compression), slurry treatment/high boiling cracking, distillation (including adsorption and disproportionation), reduction (including reducing water system), sorting, tail gas recovery (including compression and adsorption), process waste gas treatment, hydrogen production Tank farm.

Tongwei Co., Ltd. 300000 ton green substrate project

On May 9th, the People's Government of Damao Banner and Tongwei Co., Ltd. held a signing ceremony for the 300000 ton green substrate project. Before the signing ceremony, both parties had a discussion on project cooperation. We unanimously stated that we will take the signing of this project as an opportunity to continuously deepen enterprise local cooperation, anchor the goal of building Baotou City into a "rare earth city" and a "green silicon city", build the project well, expand the enterprise, and strengthen the industry. We will focus on building a flag type industrial cluster with prominent advantages and distinctive characteristics, and fully promote high-quality development. The municipal and flag levels will conscientiously provide enterprise related services, provide comprehensive factor guarantees, promote early start and production of projects, and assist enterprises in developing well and quickly.

It is reported that this contracted project is Tongwei's first green substrate project, and the first phase of the project with 100000 tons is expected to be put into operation in 2024. The project is located in the Barun Industrial Park (Zero Carbon Park) in Damao Banner. It will rely on the abundant scenic resources in Damao Banner to promote green production of silicon materials and support the development and utilization of new energy, which will effectively promote the green and low-carbon development of local industrial economy.

Huineng Coal Power Group's annual production of 300000 tons of industrial silicon and 150000 tons of polycrystalline silicon silicon-based material integration project

On May 10th, Wang Yinbao, Secretary of the Urad Rear Banner Flag Committee, led a team to inspect the Ordos Huineng Coal Power Group and signed an integrated project with an annual production of 300000 tons of industrial silicon and 150000 tons of polycrystalline silicon based materials, with a project investment of 15 billion yuan.

Wang Yinbao stated that Huineng Group, as a leading enterprise in the energy field of Ordos City, has strong economic strength. As the largest county in Bayannur City, Ulat Houqi has abundant resource reserves.

On the basis of complementary advantages, both parties should take the implementation of the silicon based material integration project as an opportunity and starting point to carry out multi-disciplinary and all-round cooperation. Ulat Houqi will establish a dedicated team to provide enterprises with "nanny style one-stop" services, promoting the early landing and production of the project.

Inner Mongolia is an important production base for photovoltaic silicon materials in China. According to preliminary statistics, as of the end of 2022, there are 17 polycrystalline silicon, monocrystalline silicon, chip and module enterprises in the region. The production capacity of polycrystalline silicon is 356600 tons, with main enterprises including Tongwei (Yongxiang), GCL, Ordos Silicon Industry, New Special Energy, Dongli Electronics, and Dongfang Risheng (Dunan Photovoltaic); The single crystal silicon production capacity is 220.5GW, with main enterprises including Zhonghuan, Meike, Hongyuan, Ates, Haoan, Jingao, Shuangliang, Huayao Optoelectronics, and Zhongchengyu Energy; 17 signed and under construction projects for metallic silicon, industrial silicon, organic silicon, granular silicon, and polycrystalline silicon, with a polycrystalline silicon production capacity of 2.34 million tons, a monocrystalline silicon production capacity of 181GW, a battery production capacity of 86GW, and a component production capacity of 41GW.
