The pure land of the plateau, Tibet is an important base for the succession of clean energy resources in China. Recently, the Development and Reform Commission of the Tibet Autonomous Region issued a notice on printing and distributing the "Development and Construction Plan for New Energy Projects such as Electricity and Photovoltaic Power Generation in 2023". In accordance with the idea of promoting grids with sources and securing sources with grids, Tibet will urge grid companies to strengthen grid construction through rational layout of wind power, photovoltaic, solar thermal, and energy storage projects, so as to ensure that guaranteed projects can be combined as much as possible and launched early. Actively promote the development and construction of market-oriented projects such as the integration of source, network, load and storage, and multi-energy complementary bases.

According to the principle of moderate advancement, speed up the construction of clean energy bases, one base and two demonstrations, and one batch will mature and one batch will start construction. In 2023, 5.735GW of new energy projects such as wind and photovoltaic will be added. Including guaranteed grid-connected projects with a construction scale of 3.73GW and market-oriented grid-connected projects with a construction scale of 2.005GW. For guaranteed projects and market-oriented projects, the target tasks should be completed on schedule, otherwise the construction subject (including the group) will not be allowed to participate in the development and construction of new energy in the autonomous region within 3 years.

For guaranteed grid-connected projects, the plan puts forward a clear demand for energy storage. The guaranteed grid-connected photovoltaic + energy storage project should be equipped with an energy storage scale not less than 20% of the installed photovoltaic capacity, and the energy storage time should not be less than 4 hours. It is required to install a network-type device.

The construction scale of guaranteed grid-connected projects is 3.73GW, including 600MW of wind power, 2.78MW of photovoltaics, and 350MW of solar thermal. The minimum energy storage scale for pure photovoltaic configuration is 1.444GWh. Among them: Guaranteed supply of photovoltaic projects is 1.35GW, and the allocation and storage are not less than 1.08GWh. Guaranteed supply of 1.35GW of photovoltaics + 1.08GW of energy storage needs to be synchronously connected to the grid at full capacity and put into operation before the end of October 2023, and the remaining 355MW of photovoltaics + 284MWh of energy storage will be synchronously connected to the grid at full capacity and put into operation before the end of December 2023.
