On May 27, 2023, the Sinopec Luoyang One Million Ton Ethylene Project and Green Petrochemical Advanced Materials Industry Base kick-off mobilization meeting was officially held in Luoyang.

It is understood that the Sinopec Luoyang million-ton ethylene project is located in the Advanced Manufacturing Development Zone of Mengjin District, Luoyang City, with a total investment of 27.8 billion yuan. The construction content mainly includes new production equipment such as 1 million tons/year ethylene, as well as supporting public works, auxiliary facility. The project adheres to the concept of advanced technology and high-end products. While actively applying new technology with independent property rights of Sinopec and localized new technology, some devices adopt internationally advanced technology with mature technology.

The Luoyang million-ton ethylene project is a key project jointly planned by Sinopec Group Corporation, Henan Province and Luoyang City to implement the national strategy of ecological protection and high-quality development in the Yellow River Basin. It is a major measure to promote the transformation and upgrading of Luoyang Petrochemical to achieve high-quality development.

Taking the construction of the million-ton ethylene project as an opportunity, Luoyang will accelerate the establishment of a green petrochemical advanced material industry base, focusing on extending and supplementing the downstream industry of ethylene, continuing to expand and strengthen the downstream high-end chemical material industry chain of ethylene, and promoting the petrochemical industry in the Central Plains Transform and upgrade to large-scale, high-end, and green directions, and finally build it into a domestic first-class green petrochemical advanced material industrial base.

The project is scheduled to be completed and put into operation in December 2025. After being put into operation, the project can add an annual output value of 20 billion yuan and an additional tax of 1.8 billion yuan. It is building Sinopec's one-base, two-wing and three-new industrial structure, making up for the shortcomings of the petrochemical industry chain in the central and western regions, and creating advanced green petrochemical materials in Henan Province.
