Recently, the China Huadian Changbo Hydropower Station project on the upper reaches of the Jinsha River has obtained approval from the National Development and Reform Commission, becoming the fifth hydropower station approved for construction in the Sichuan Tibet Clean Energy Base on the upper reaches of the Jinsha River, a key project of the 14th Five Year Plan.
This project is located in Batang County, Ganzi Prefecture, Sichuan Province and Mangkang County, Changdu City, Tibet Autonomous Region. It is the 11th level power station in the 13th level development plan of the Jinsha River upstream hydropower planning reservoir. The total investment of the project is 14.126 billion yuan, and the total installed capacity is 826000 kilowatts. After the completion of the power station, it is expected to generate 4.355 billion kilowatt hours of electricity annually, saving 1.3 million tons of standard coal and reducing 3.59 million tons of carbon dioxide emissions.

In the preliminary work of Changbo Hydropower Station, Huadian Jinshang Company coordinated hydropower development and ecological protection, organized the preparation of in-depth demonstration reports on important environmental impact issues, and twice consulted with the Engineering Environmental Assessment Center of the Ministry of Ecology and Environment to study and propose measures to ensure the completion of the life history of fish in the river section, protect fish resources, and maintain the ecological function of the water reducing river section. The Ministry of Ecology and Environment agreed in 2021 to integrate the water reducing measures of the river section The Changbo hydropower station has been included in the implementation plan of the upstream hydropower planning of the Jinsha River. These two hydropower stations have also become the first cases in the domestic mainstream hydropower planning to achieve project development timing adjustment through in-depth ecological and environmental impact analysis, creating important prerequisites for promoting project environmental impact assessment and approval.
The construction of Changbo Hydropower Station will further accelerate the construction of the national demonstration base for water, solar, and solar integration in the Jinshang Sichuan Tibet section, which is of great significance for promoting the construction of a new energy system, serving the national dual carbon goals, promoting the expansion of effective investment, and promoting rural revitalization and economic and social development in Tibet related areas.Editor/Ma Xue
