On June 2, 2023, the joint meeting of the Beijing Tianjin Hebei Regional Transportation Integration Coordination Group was held in Langfang, Hebei. At the meeting, Beijing Municipal Commission of Transport, Tianjin Municipal Commission of Transport, and Hebei Provincial Department of Transport signed a transport integration cooperation framework agreement (2023-2025), which clearly defined that they will continue to promote the connectivity of transport infrastructure in Beijing Tianjin Hebei and improve the level of Beijing Tianjin Hebei transport integration.

According to the agreement, focusing on the construction of Xiong'an New Area with high standards and quality, the Beijing Hebei sides will jointly coordinate and promote the construction of the Xiong'an New Area to Beijing Daxing International Airport Express Line project, promote the planning and construction of the Jingxiong Expressway Phase II Beijing Inspection Station, and promote the synchronous construction and operation of the Beijing Inspection Station and the expressway.

Focusing on serving the integrated high-quality development of Beijing's urban sub center and Langfang North three counties, both Beijing and Hebei will accelerate the construction of factory access roads to ensure completion by 2024. Promote the construction of the factory access road public security inspection station, and simultaneously build and put it into use along the road. Accelerate the construction of the Sanhe Pinggu section of the Mi Zhuo Expressway and achieve completion by 2023.

Focusing on deepening the optimization and upgrading of transportation services, Beijing Hebei will promote the pilot of customized express bus commuting in the surrounding Beijing region, and actively build a commuting circle centered around Beijing. According to the principle of maturity and implementation, we will promote the stable operation of customized express buses from the three northern counties of Langfang to Beijing. In 2023, customized express buses from the main urban area of Langfang, Yongqing, and Gu'an to Beijing will be opened, and we will accelerate the expansion of our services to surrounding areas such as Zhangjiakou and Baoding. Promote the free passage of vehicles from Hebei Jingcai to Beijing, improve the efficiency of agricultural product circulation, and reduce logistics costs.

According to the framework agreement, Tianjin Hebei supports the construction of the Jinxing Railway and guarantees its completion and opening to traffic by 2023. We will jointly promote the renovation and expansion of the Beijing Tianjin Tang Expressway, expanding it into a two-way eight lane highway on the basis of a two-way four lane highway, and strive to meet the conditions for construction by 2023.

Focusing on deepening the coordinated development of Tianjin Hebei ports, the agreement specifies that both sides will optimize the transportation layout of regional containers, bulk cargo, etc., and build a world-class port group in Tianjin Hebei with complete functions, reasonable division of labor, staggered development, and efficient collaboration. Play the role of port logistics hub, ensure the safety of national energy and raw material transportation, and maintain the stability and smoothness of the industrial chain supply chain.

Focusing on deepening the optimization and upgrading of transportation services, Tianjin Hebei will promote the integration of transportation services in the Tongwulang area, and facilitate people's travel through customized express buses and other forms. Promote the extension of Tianjin International Hub to the hinterland of Shijiazhuang International Land Port, and the radiation of Shijiazhuang commercial logistics to the world through Tianjin, achieving deep integration and development of multiple transportation modes, and creating demonstration models for sea rail public transportation and land air transportation.
