The construction of powerful country transportation first, Shenyang city scale continues to expand, the demand for subway is increasingly prominent. Recently, the Shenyang Urban and Rural Construction Bureau publicized the first information of the environmental impact assessment of the fourth phase of Shenyang urban rail transit construction plan (2025-2030), and publicized the social stability risk analysis of the construction plan. The latest construction plan has added information about Metro Line 7 compared to the past, and the total scale has also been increased from 200 km to 218.5 km in length, and the number of stations has been increased to 120.
According to the published information, the fourth phase Construction Plan of Shenyang Urban Rail Transit (2025-2030) includes: K1 Express Line phase I, K2 Express Line phase I, Line 5 phase I, Line 7 phase I, Line 16 phase I, Line 2 extension, Line 4 North extension, Line 9 North extension of a total of 8 projects, a total scale of about 218.5 kilometers, including 120 stations, 12 main substation, 10 vehicle bases and 1 control center, a total investment of about 136.4 billion yuan. At present, the plan is being studied and formulated, and the specific route and scale are subject to the final approval of the competent national authorities.

Compared with the construction plan before the adjustment, the K1 express line phase I, K2 Express Line phase I, Line 5 phase I, Line 16 phase I, Line 2 extension, Line 4 North extension, Line 9 north extension and other 7 projects have not changed, the only change is the addition of a new general line - subway line 7, the original extension line 15 (Line 10 phase II) has been cancelled. Specifically, Line 7 starts at Kunming Lake Street and ends at Bakeshu, with a length of 26.7 kilometers and 21 stations. As can be seen in the preliminary schematic diagram of the fourth phase construction planning of Shenyang urban rail Transit, Line 7 is a horizontal line connecting the east and west of Shenyang. The cancelled line 15, which starts at Shenyang South Railway Station and ends at Sujiatunxi, is 8.2 km long and has six stations.
There are still four types of lines in the 8 lines planned for the fourth phase of Shenyang urban rail transit, namely urban express line, general line, branch line and extension line. The first phase of K1 Express, which starts at Central Street and ends at Jinzi Street, and the first phase of K2 Express, which starts at Fangte and ends at Taoxian Airport, are city Express, with a length of 39 km and 48 km respectively, and 14 and 16 stations are set up respectively. The first phase of Line 5, which starts at the International Logistics Park and ends at Xinyuan Station, and the first phase of Line 16, which starts at Tawan and ends at Yingchengzi, have a length of 37.3 km and 37.2 km respectively, with 26 stations. The branch line 2, which starts and ends at Taoxian Airport, is a branch line with a length of 4 kilometers and a station. The northern extension of Line 4, which starts at Wanghua Street and ends at the Fourth Ring Road, and the northern extension of Line 9, which starts at Nujiang Park and ends at Pyeongna New Town, are both extended lines, with a length of 13.8 km and 12.5 km, and seven and nine stations, respectively.

At present, Shenyang is implementing the "Shenyang Urban Rail Transit Phase III Construction Plan (2019-2024)" approved by the National Development and Reform Commission in 2018, including the East extension of Metro Line 1, the south extension of Metro Line 2, the first phase of Line 3, and the first phase of Line 6. According to previous reports, after the opening of metro Line 10, Shenyang Metro has operated a total of 114 kilometers of line mileage, a total of 85 underground stations, 114 kilometers of mileage in 2022 in the national central city ranking 21st.
