On July 7, 2023, the Heishitpu Urban Renewal Area project in Changsha, Hunan Province officially started. The project is the key urban renewal unit with the largest implementation scope in Changsha's main urban area, including a series of sub-projects such as parks and green Spaces, municipal roads, schools and industrial sites, and is committed to creating a "Xiangjiang living room". It will become a model of Changsha smart city, a model of urban renewal and a new pole of the southern financial city, integrating information, finance, commerce and administrative offices.

Project profile

The project of Heishitpu Urban Renewal Area is located in the provincial district of Tianxin District, south of Xiangfu Road, east of Xiangjiang South Road, west of Furong South Road, north of Three Ring Road, Qiuyuan Road and Heishi Road, with a total area of about 9914 mu. It adopts the mode of unified planning, phased implementation and rolling development "one, two and three linkage", with a total investment of more than 30 billion yuan. It is planned to basically complete the urban renewal construction in the area within 5 years.

With the completion of the relocation of Datopu Airport and the in-depth promotion of the integrated development of Chang-Zhu-Tan, the provincial government is facing a new round of development and upgrading. The relevant person in charge of the Tianxin District government introduced that as the core of the provincial district, the Heishitpu District is located at the throat of the integrated development of Chang-Zhu-Tan. After the completion of the project, it will create a green ecological and open living environment for the Tianxin District, inherit the city's historical and cultural memory, create a new landmark for the urban area, upgrade the urban infrastructure supporting facilities, and show the new image of urban development.

The Heishitpu Urban Renewal Area project is jointly invested, constructed and operated by Changsha Tianxin Urban Development Group Co., LTD and China Construction International Investment (Hunan) Co., LTD. It will develop a new look of the area with Dongguahu Park as the landscape core and Linjiang Cultural and Creative Industrial Park, TOD Business Center and Industrial Heritage Renovation Block as important engines. We will comprehensively promote urban renewal and transformation, comprehensive improvement, functional improvement, historical and cultural protection, and smart city development.
