Construction scale: The Xingshan section of the Fangxian to Wufeng Expressway runs in a north-south direction as a whole. The recommended route starts at Gufu Town, Xingshan County (K0+966), connects with Fangxian Shennongjia Expressway at Guanyin River, and ends at the intersection of Pingyikou and G42 Shanghai–Chengdu Expressway. Pingyikou hub is set up for interchange, and connects with Xingshan Changyang Section of Fangwu Expressway (K47+466.767). The total length of the route is about 47 kilometers, and the mileage of the connecting line is about 6 kilometers. This project is constructed according to the standard of a two-way four lane highway, with a design speed of 80 kilometers/hour and a roadbed width of 25.5 meters. There are 2 super large bridges with a length of 3240 meters, 4 extra long tunnels with a length of 23545 meters, and 6 long tunnels with a length of 11675 meters, with a bridge tunnel ratio of 96%; Set up two interchanges, one toll management station, one maintenance area, and one service area each.

Scope of bidding: The scope of this bidding is for investors in the Xingshan section of the Fangxian to Wufeng Expressway (constructed using a franchise (BOT) model). After winning the bid, the investor shall establish a project company in accordance with the Company Law of the Company Law of the People's Republic of China and other relevant laws and policies. The project company shall be responsible for the whole process of project planning, fund raising, construction implementation, operation management, debt repayment, asset management and project handover. It shall operate independently and be responsible for its own profits and losses. After the expiration of the franchise period specified in the franchise agreement, the highway Highway ancillary facilities, land use rights, and related materials shall be transferred in accordance with the law.
